Boosting European production of audiovisual and cinematographic works

European cinema accounts for only 34% of cinema admissions and 30% of streaming views in Europe and has been far outstripped by its American counterpart.

To boost our cinematographic production, the Centre National du Cinéma in France has suggested that the quota for European works on online platforms should be raised from 30% to 50%, bringing the requirements which on-demand audiovisual media services have to meet into line with those of legacy broadcasters[1].

  • 1.Is the Commission in favour of increasing that quota as part of the revision of the Audiovisual Media Services Directive?
  • 2.Would the Commission also be prepared to introduce a derogation from the country of origin principle so that platforms established in another Member State cannot get around the more ambitious quotas imposed by countries such as France, which use them to promote the creation of European works?
  • 3.Would the Commission consider tightening the definition of 'European work' to prevent it from being abusively applied to works developed by third-country platforms when one of the producers is established in Europe?
