Public Comment Period Open for Proposed Rules About List Maintenance on the Basis of Non-Citizenship

Update: The in-person public hearing on these rules is now scheduled for 10 a.m. on March 9, 2026. The hearing will be held at the State Board's office, in the Board Room of the Third Floor of the Dobbs Building, 430 N. Salisbury St., Raleigh, NC 27603. The in-person public comment meeting will not be live-streamed. However, a recording of this meeting will be available on our website's Rulemaking pageafter the meeting has concluded.

The State Board of Elections invites the public to comment on several proposed permanent rules related to voter roll list maintenance on the basis of non-citizenship. The public comment period is open and runs through March 16, 2026.

The following rules are included in this public comment period:

Members of the public may comment in any of the following ways through Mar. 16, 2026:

  • Email: [email protected] (Note: Commenter should identify the specific rule being commented on.)
  • Mail: Attn: Rulemaking Coordinator, P.O. Box 27255, Raleigh, NC 27611-7255 (Note: Commenter should identify the specific rule being commented on.)
  • Public hearing:10 a.m. on March 9, 2026, in the State Board of Elections Board Room, Third Floor, Dobbs Building, 430 N. Salisbury St., Raleigh, NC 27603.

Comments on the rules will be compiled and provided to the State Board before its final adoption of the rules, which will take place at a public meeting after the end of the comment period. The Rules Review Commission would then consider the proposed rules before they become effective.
