PAHO/WHO and Ministry of Health Develop Comprehensive Health System M&E Framework for Trinidad and Tobago

Port of Spain, Trinidad and Tobago - October 24, 2025 - The PAHO/WHO Trinidad and Tobago Country Office (PAHO/WHO TTO), in close collaboration with the Ministry of Health (MOH) via its Health Policy, Research and Planning (HPRP) Unit, has developed a comprehensive Monitoring and Evaluation (M&E) Framework to strengthen Trinidad and Tobago's health system. This initiative is a major step toward improving how health data is collected, analyzed, and reported across all levels of the healthcare system.

The MOH plays a central role in shaping health policy and ensuring quality standards across the country's five Regional Health Authorities (RHAs). However, the existing M&E system, largely manual and paper-based, posed challenges in meeting national, regional, and international reporting obligations. Recognizing this, PAHO/WHO and the MOH joined forces to design a modern, standardized framework that supports evidence-based decision-making and enhances accountability.

At the heart of this initiative is the development of a comprehensive M&E Framework that brings together several critical components into a cohesive system. The Draft M&E Policy lays the foundation, articulating a clear vision and guiding principles to steer the monitoring and evaluation of health system performance. The policy is supported by an Indicator Framework aligned with national and international priorities. Standardized data collection methods and clearly defined data sources ensure consistency, while a mapped data flow enhances timely and accurate reporting. Ethical standards, confidentiality, and data protection are embedded throughout. The framework also includes Standard Operating Procedures, an Implementation Plan with training and change management, and a practical Handbook to guide data-driven decision-making at all levels.

The project also focused on capacity building through stakeholder consultations and training sessions. Health professionals across the MOH and RHAs were equipped with the tools and knowledge to implement and sustain the new system. Additionally, the framework includes recommendations for performance management software to support real-time data analysis and reporting.

This initiative not only enhances Trinidad and Tobago's ability to meet its reporting obligations but also positions the country as a regional example of how strategic collaboration and evidence-based planning can improve health outcomes. By aligning with international best practices and tailoring solutions to local needs, the M&E Framework is set to drive more effective, data-informed health policies and services.

As implementation progresses, PAHO and the Ministry of Health remain committed to fostering a culture of transparency, accountability, and continuous improvement in healthcare delivery.
