Mikhail Mishustin's opening remarks:

Good afternoon, colleagues.

The Government is actively supporting the implementation of major investment projects throughout the country. One of the most effective instruments in this regard has been the VEB.RF project finance factory. The activities of this institution are integrated into the broader framework for managing and monitoring the achievement of the national goals set by the head of state.

In order to fulfil our current commitments, we will allocate approximately 40 billion roubles. These resources will be used to reimburse expenses related to the provision of loans and credits. As a result of this state support, new production facilities will be established in the regions, thereby fostering further economic development, including in metallurgy, the chemical industry, and the petrochemical sector. The modernisation of energy infrastructure, as well as the construction of new airport terminals and port facilities, will likewise continue apace.

This will contribute to the implementation of the Effective and Competitive Economy national project. Major enterprises will be established in the regions of the Russian Federation, creating additional employment opportunities. This will strengthen the country's technological and industrial sovereignty.

The next item pertains to the development of small and medium-sized enterprises in single-industry towns. The President has placed particular emphasis on the need to fundamentally improve the quality and standards of living for citizens, to support young people's aspirations to remain in their hometowns or communities, and to build their futures in their home regions.

To this end, the Government has implemented a comprehensive set of measures aimed at developing new areas of activity in single-industry towns not associated with the town-forming enterprise. This includes the opportunity to benefit from tax and property preferences in adjacent special economic zones.

Over the past twelve years, more than 30 billion roubles have been allocated from the budget to support these towns. As a result, private investment has exceeded 250 billion roubles, and some 45,000 jobs have been created there.

To continue the programme of providing preferential loans and bank guarantees to small businesses in single-industry towns and special economic zones, we will allocate a further 3.5 billion roubles. This decision will help bolster the economy in these localities, support the local population, and create new production facilities and services.

Turning to another subject. Recently, during a visit to the Republic of Tyva, we examined in detail the implementation of road and housing construction projects, the improvement of public spaces, and the development of modern neighbourhoods and residential areas.

This progress is being substantially driven by an expansive set of federal support measures - including a special programme for socioeconomic development, infrastructure budget loans, and preferential mortgages at a rate of two percent, which were introduced in the region on the President's instruction. Under this scheme, over 3,300 loans have already been extended.

Following a decision by the head of state, the programme has been expanded with an additional 1,000 loans, which are due to be issued this year. We will allocate over half a billion roubles to the republican budget for co-financing purposes, thereby ensuring that those wishing to purchase a new flat or house can benefit from the mortgage programme without delay.
