Request for Qualifications - Construction Inspection Services - Preservation Projects

REQUEST FOR QUALIFICATIONS
Construction Inspection Services
Sprague Preservation at SR 27, S Sullivan Rd Preservation

The City of Spokane Valley (City) solicits interest from consulting firms with experience and expertise in Construction Inspection for public works projects. Consultants will be considered for the Sprague Preservation at SR 27 and S Sullivan Rd Preservation projects. The selection will be for multiple agreements, approximately one year in duration, with anticipated start in April of 2026 with the option for the City to extend it for additional time and money if necessary. The contract type is expected to utilize the WSDOT A&E Professional Services Negotiated Hourly Rate Consultant Agreement.

The City reserves the right to amend terms of this "Request for Qualifications" (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.

Project Description
The work to be performed by the consultant consists of supplementing city inspectors to provide all federal funding required construction inspection services during the construction phase of select projects for the City of Spokane Valley.

The project is federally (FHWA) funded and has 0% Disadvantage Business Enterprise (DBE) goal for the consultant work. Diversity Management and Compliance System (DMCS) reporting is still required.

Consultant services include:

  1. Provide up to 2 construction inspectors per project, or as otherwise needed and negotiated to report to and supplement Spokane Valley inspection efforts.
  2. Inspect work for quality and completeness.
  3. Complete required paperwork for Material Acceptance and Field Note Records on City of Spokane Valley forms meeting WSDOT Local Agency Guidelines, and Spokane Valley standards.
  4. Complete Inspector Daily Reports for each day work is performed on site.
  5. Complete wage rate interviews as needed.
  6. Provide inspectors for night paving operations.

Evaluation Criteria

Submittals will be evaluated and ranked based on the following criteria:

  1. Ability of the firm to provide the requested services
  2. The Scope of work methods to furnish the services
  3. Qualifications of project team and key team members
  4. Performance under previous public works contracts
  5. Project team location

Submittal
For all submittal requirements, please review the complete RFQ, which is available on the City of Spokane Valley webpage, https://www.spokanevalley.org/publicnotices under the "Requests for Proposals/Requests for Qualifications" section.

Submittals must include the firm name and main phone number; name and e- mail address for Principal in-Charge and Project Manager; disciplines provided by the firm and total number of employees within Washington State. Similar information shall be provided for any subconsultants. A Business Statement form must be attached to the SOQ for the prime consultant and each sub-consultant (if any).

Submission of any cost proposals or elements of cost shall be in a concealed format and separate from submitted Statement of Qualification, since these shall not be considered in the evaluation, ranking, and selection phase.
