Postponement of the establishment of the first solidarity pool under Regulation (EU) 2024/1351

As part of the EU Pact on Migration and Asylum, Regulation (EU) 2024/1351 on asylum and migration management sets out binding obligations for the establishment of a solidarity pool. Under Articles 9(4), 11(4) and 12(4), the Commission is required to determine the size and composition of the solidarity pool by adopting an implementing decision by 15 October each year. However, according to recent information, the Commission has announced that this process has been postponed, despite the fact that one Member State has already declared that it will not participate in the solidarity pool.

  • 1.How does the Commission explain the fact that a European prime minister has already communicated the Commission's conclusions, even though the report containing these conclusions has been postponed?
  • 2.Has a member or representative of the Dutch Government formally or informally requested that this report be postponed until after the national elections on 29 October 2025?
