2:00pm Partner Brief

Glynn County and City of Brunswick officials held a Partner Brief at 2pm to discuss and report on restoration and recovery efforts following Hurricane Helene. Here are the key points:

Glynn County and City of Brunswick: both governments will be implementing a curfew for this evening beginning at Midnight and lasting until 7am on Sunday; both will be keeping their administrative offices closed to the public on Monday with personnel working remotely as well as continuing Emergency Operations

Cooling/Recharging Stations: City of Brunswick will open a station at Howard Coffin Park beginning Sunday at 10am-4pm. Glynn County has opened a station at Ballard Gym from 9am - 6pm. These stations will serve the public as a place to go to recharge your cell phone or other electronic devices and sit in the air conditioning. These stations will be open daily until further notice.

Public Safety (GCPD, BPD, GCSO): some roadways may be closed due to utility work or hazards, please limit travel, and adhere to driving rules when lights are not working (4-way stop rule); staffing intersections to help with traffic control; continuing to patrol neighborhoods and roadways; will be out to oversee curfew this evening.

911: services are up and running for incoming calls; non-emergency number is down as well as text services

GA Power: the evaluation and assessment phase has completed, and restoration efforts are in motion; staging areas have been set up today for crew members and mutual aid agencies; several neighborhoods have come back online today; work can begin for other substations; about 10,000 have been restored this morning.

Okefenokee Rural Electric: 60% of their customers have been restored; seven of their substations are currently down.

Jekyll Island Authority: working on final stages of road clean up on the island; some power coming online; most hotels on generators; will re-open amenities and services on island as power comes back on; will be joining County and City with curfew.

Public Works (City and County): continuing to clear trees and roads, will begin public spaces soon; GDOT contractors are also working on clearing roads and restoring signals; currently working with vendor to begin debris management and removal plan - will begin sending out information for citizens; working to get traffic signals back online following power supply restoration.

Hospital: no operational issues; all services on go

JWSC: all water operational; some pump stations have come back online with power; crews will be working overnight to keep stations on generators and for bypass; public reminder - if you do not have power, assume the pump station in your area may not have power either and please conserve water.

Republic Services: garbage and trash pick-up will resume on Monday with a regular schedule; for County residents - if your pickup was not done on Friday, you may take it to the drop-off location at no charge.

College of Coastal Georgia: main campus is back online with power; Camden campus is not; will make announcement tomorrow regarding class schedule.

Community Announcements:

  • Golden Isles YMCA: Beginning Saturday, Golden Isles YMCA will be open until 5pm for community members to use the facility for device charging, showers or to seek a cool space.
  • First Jordan Grove Missionary Baptist Church: The church has opened its kitchen for community members to utilize the microwave or ovens if they need to. Contact the Pastor for use.

We are currently working with GEMA and FEMA on available assistance for supplies and individual assistance as needed. We will also have an announcement from the Local Emergency Planning Committee (LEPC) and United Way regarding local resources and agencies for the public.

Due to on-going concerns over road conditions as well as utility outages throughout the county, both Glynn County and City of Brunswick continue to ask citizens to limit travel if possible.

Power update:

  • From GA Power: Jekyll Island, Sea Island and East Beach substations should be up this afternoon; distribution work can begin for other substations; Frederic station will take longer due to distribution work in that corridor; most of the corridor on spur went up last night, may have a few outliers.
  • Okefenokee Rural Electric: Highway 99 area back up; Brookman is still out, working on distribution and options for transmit from other substations; Baumgardner area has feeder damage.

Public Works: clearing trees and roads, GDOT contractors are in route, working with vendor to begin debris management and removal plan for pick up, continuing to work to get traffic signals back online following power supply restoration.

Public Safety: some roadways may be closed due to utility work or hazards, please limit travel, and adhere to driving rules when lights are not working (4-way stop rule)

Glynn County Schools: waiting to on power restoration for some facilities, will assess damages and supply needs following power restoration; will make announcements regarding re-opening following this.

Reminders for the public:

  1. Check for Immediate Dangers: Report Hazards: Report downed power lines, gas leaks, or other dangerous conditions to emergency services immediately.
  2. Assess Your Home: Look for Damage: Check for structural damage, broken windows, roof issues, or other hazards. Document any damage with photos for insurance claims.
  3. Follow Official Communications: Stay Updated: Continue monitoring local news, social media, and official channels for updates from Glynn County and City of Brunswick officials
  4. Health and Safety Precautions: Avoid Using Generators Indoors: If using a generator, place it outdoors at least 20 feet from doors, windows, and vents to prevent carbon monoxide poisoning.
  5. Wear Protective Gear: Use gloves, boots, and masks when cleaning up debris to prevent injuries and exposure to harmful materials.
  6. Help Your Neighbors: Check on Vulnerable Residents: Look out for elderly or disabled neighbors, ensuring they have access to food, water, and any necessary medications; Offer Assistance: If you're able, help with cleanup efforts or share resources such as water and food with those in need.
  7. Emergency Supplies: Use Stored Supplies Wisely: Conserve food, water, and other essential supplies as emergency services work to restore normal operations. Stores are beginning to open, but there may be some supply delays.

Curfew Hours Issued by City and County Officials

GLYNN COUNTY, GA- The Glynn County Board of Commissioners (BOC) and the City of Brunswick have implemented a curfew starting tonight, Friday, September 27, from 9:00 PM until 7:00 AM on Saturday, September 28. This action was prompted by the impacts of Hurricane Helene in our area on Thursday evening. The curfew is intended to support public safety efforts amidst widespread power outages, disruptions to cell service, and damage to traffic signals. Utility crews, first responders and other emergency personnel will be working throughout the night, and this will ensure a safe working environment for them.

According to BOC Chairman Wayne Neal, "We believe this measure is necessary to safeguard our community while emergency personnel work to restore services."

During the curfew, individuals are prohibited from being in public areas within unincorporated Glynn County, excluding Jekyll Island. This includes streets, highways, alleys, sidewalks, vacant lots, parks, public buildings, and any other public places. The curfew applies to all residents, with exceptions for those traveling to or from work or for medical reasons.

Mayor Cosby Johnson emphasized, "This curfew is crucial for the safety of our residents and the responders dedicated to community restoration efforts."

The last curfew issued was in 2016 during Hurricane Matthew.

5am Weather & Partner Brief

Glynn County continues to feel the impact of Hurricane Helene Friday morning in the morning in the form of widespread utility outrages and downed trees. As of 5am Friday, electricity is out for nearly 80% of all county customers. At the same time, Brunswick and Glynn County Public Works crews are working more than a hundred scenes with downed trees, many of those trees on power lines. This combination means hazardous road conditions throughout and citizens are strongly encouraged to stay off the roads.

Furthermore, thanks to diminishing winds, all first responder agencies in Glynn County - police, fire, and public works- hav ereturned to full response status. However, due to the high number of calls, public safety will be forces to prioritize calls during the coming hours.

2:30am Weather Brief

Heavy winds resulting from Hurricane Helene have led to widespread power outages and trees down across Glynn County Friday morning. As of 3am, more than 31,000 Georgia Power customers and more than 5,000 OREMC customers have lost power. Glynn County Public Works and Brunswick Public Works are also tracking numerous reports of downed trees throughout the county and city.

As long as the high winds are sustained throughout the area, Police, Fire, Public Works crews and utility repair crews will be in a shelter-in-place mode which may prevent or delay debris removal and utility repair. Citizens are asked to stay away from downed power lines which could still be charged and prove deadly if touched. All first responders and public works crews are responding to emergency situations as needed until winds diminish to a safer level for response.

1am Weather Brief

Due to sustained winds reaching 45 mph and higher, First responders for Glynn County and the City of Brunswick - Police, Fire and Public Works -are unable to safely respond to emergency calls. First responder crews have been issued "shelter-in-place" orders until conditions are deemed safe.

While this does not mean that these agencies are unable to respond to any call, it does mean that all calls will be considered on a case by-case basis to ensure the safety of first responders.

By issuing these declarations, it allows Glynn County and the City of Brunswick to bolster preparedness measures and streamline potential reimbursements from state and federal authorities in response to Hurricane Helene.

As for the progress of Hurricane Helene: the storm continues to intensify and accelerate moving north-northeast and is expected to make landfall as a strong category 4 hurricane with dangerous conditions developing overnight in our area.

Key Impacts for Glynn County:

  • Wind: Expect sustained winds between 58 to 73 mph, with gusts up to hurricane strength, especially near coastal areas and high-profile structures like the Port of Brunswick.
  • Storm Surge: Water levels could reach 3 to 4 feet above ground level in flood-prone areas, particularly around coastal Georgia.
  • Flooding: Flash flooding potential remains high, particularly near the St. Johns River and low-lying areas.
  • Tornado Risk: Tornadoes are possible from midnight through Friday morning, particularly along the coast.

Currently located 160 miles west-southwest of Tampa, FL, and moving north-northeast at 23 mph, the system continues to organize with life-threatening winds expected in portions of the hurricane warning area.

Impacts for Glynn County:

  • Wind: Expect sustained winds between 58 to 73 mph, with gusts up to hurricane strength, especially near coastal areas and high-profile structures like the Port of Brunswick.

  • Wind Threat: Sustained winds of 39-57mph with gusts up to 73mph are forecast for the Glynn County area. These winds could increase if the storm track shifts eastward.
  • Storm Surge: Water levels could rise 1-3 feet above ground level, with up to 4 feet possible in flood-prone areas near high tide, including coastal areas of Glynn County.
  • Flooding: Heavy rainfall is expected, with flash flooding likely in low-lying areas.
  • Tornadoes: There is a significant risk of tornadoes overnight, particularly along coastal regions, such as in Glynn County.

As of Thursday, September 26, 2024, 8:30AM ET, Hurricane Helene is intensifying and expected to make landfall in the Florida Big Bend region tonight.

Expect strong winds, scattered tornadoes, flash flooding, and hazardous marine conditions through Friday morning. Wind damage, including downed trees and power outages, is likely.

  • Wind Threat: Tropical storm force wind (20-30mph with gusts up to 45mph this afternoon, and then 30-40mph winds with gusts up to 60mph later in the evening).

With Hurricane Helene approaching the Golden Isles, we have the following closures and public notices as of 5pm Wednesday:

  • Glynn County Schools will close Thursday.
  • Glynn County Parks & Recreation is cancelling all Thursday recreation and sports activities. City of Brunswick recreation activities are cancelled on Thursday and will resume on Monday.
  • Both branches of Glynn County Library will be closed on Thursday, re-opening Friday at 11am.
  • Republic Services Friday garbage pickup for Sea Island is delayed until Saturday. All other routes in Brunswick and in Glynn County are on their regular schedule.
  • County and City offices will remain open on Thursday and Friday, unless conditions deteriorate.
  • Brunswick's Senior Center will be closed on Thursday due to transportation services being suspended; services may resume on Friday pending availability of transportation being provided by the CRC.

As Helene grows stronger over the next day and a half, it will expand in size, causing impacts far from its center. Southeast Georgia could start feeling the effects as early as Thursday afternoon, with impacts lasting through early Friday morning.

Glynn County and the City of Brunswick are initiating protocols to jointly prepare for the arrival of potentially heavy winds and rain associated with the possible impact of Tropical Storm Helene on the Golden Isles later this week.

Agencies from both Glynn County and Brunswick are mobilizing; while all are asked to bring their own sandbags and shovels, to assist citizens of each, free sand and sandbags will be available beginning Wednesday morning at three locations:

  • Fire Station #3 at 3129 4th Street, Brunswick
  • North end of parking lot of Harold Pate Building, 1735 Reynolds Street, Brunswick
  • St. Simons Island Fire/Police/Public Works Substation near the airport
