Agency continues to onboard NSPT population into CV

In early August 2024, the Defense Counterintelligence and Security Agency (DCSA) announced the beginning of phased implementation of Continuous Vetting (CV) services for the Non-sensitive Public Trust (NSPT) population.

The NSPT population includes individuals who hold non-national security roles but could pose a higher risk of damage to the integrity or efficiency of the service through misconduct. Positions designated as public trust may involve duties and responsibilities such as rulemaking, public safety and health services, law enforcement, fiduciary requirements or protection of government information systems.

As of December 12, 23 federal agencies have completed the onboarding process for a total of 26,540 enrollments into CV. The goal remains for full enrollment of the NSPT population into CV before the end of fiscal year 2025. CV replaces an existing five-year reinvestigation requirement for this population. Implementation of CV benefits both the government and the trusted workforce by proactively identifying and managing risk through alert management, real time threat analysis, and threat reporting for agencies.

Those departments and agencies slated for enrollment are encouraged to:
  • Identify your non-sensitive public trust populations
  • Define what your alert process will look like, whether it remains the same or will need to be adjusted to account for work with other components of the hiring process
  • Assess your resources to handle alerts as they filter in, including how to handle classified information
  • Review General Terms and Conditions (GT&C) Section (legacy 7600A) and FY Order Requirements and Funding Information (Order) Section (legacy 7600B) to ensure the agreements reflect agency FY25 needs
"Expansion of CV to the NSPT workforce is a critical component of federal Trusted Workforce 2.0 policy and enhances the trustworthiness of all federal employees," said DCSA Director David Cattler.

TW 2.0 implementation requires a concerted government-wide effort involving all executive branch agencies and myriad mission partners. DCSA plays a critical role in executing TW 2.0 objectives as the largest provider of personnel vetting services and enterprise information technology capabilities for the federal government.
