DelDOT Secretary Hastings Announces Lilia Montoya as New Chief Executive Officer

Delaware Department of Transportation Secretary Shanté Hastings announced the appointment of Lilia Montoya as its next Chief Executive Officer of the Delaware Transit Corporation (DTC), effective July 4, 2026.

Montoya brings more than two decades of executive leadership experience in public transportation, operations management, organizational development, and strategic planning. Throughout her distinguished career, she has led major transit initiatives at North County Transit District, Long Beach Transit, Los Angeles Metro, and the Los Angeles Unified School District.

Most recently serving as Chief Operating Officer for North County Transit District in California, Lilia has led transformative transit initiatives, including electric fleet deployment programs, large-scale operational transitions, multimillion-dollar budget oversight, customer service improvements, and regional transportation partnerships designed to improve accessibility and sustainability. Her extensive experience overseeing multimodal transit systems, capital investments, employee engagement initiatives, and large-scale operational transformations positions her to lead DTC into its next chapter of growth and service.

"Lilia's proven leadership, strategic vision, and deep commitment to public service make her exceptionally well-suited to lead Delaware Transit Corporation," said Secretary Hastings. "Her experience managing complex transit operations while fostering a culture centered on people, accountability, and innovation will strengthen DTC's mission to connect customers to what matters."

Montoya said she is honored to join the organization and eager to build upon the strong foundation already established at DTC. "While I am proud of the milestones I've achieved throughout my career, I remain most committed to supporting the professional development and growth opportunities of our employees," said Montoya. "My leadership philosophy has always been centered on serving those who entrust me to lead the organization and creating a culture where that commitment to service cascades throughout the agency, ultimately benefiting our stakeholders and customers."

"I'm truly excited to join Secretary Hastings and the entire Delaware Transit Corporation team on this new venture and look forward to contributing to the organization's continued success," she added.

Montoya will start on June 1, 2026, and will work with the current head of DTC, John Sisson, for his last month with the organization. John Sisson will conclude his 30-year career in public service in early July.
