Community Support Unit traffic stop leads to seizure of firearms, drugs: C26:103913

On May 5, 2026, at approximately 11:00 a.m., West District Community Support Unit (CSU) officers stopped an uninsured 2014 Chevrolet Cruze in the 1300 block of Ellice Avenue. During the stop, officers located a firearm and illicit drugs on a passenger.

Officers also observed that a passenger, 20-year-old Issiahian James RICHARD, was not wearing a seatbelt and appeared to be under the influence of drugs or alcohol, contrary to the conditions of his Probation Order. He was placed under arrest.

During the arrest, officers located a handgun along with .22 calibre ammunition, and small quantities of methamphetamine and fentanyl on his person. RICHARD was charged with:

  • Possession of Firearm, Restricted/Prohibited Weapon, Firearm Part or Ammunition Contrary to Prohibition Order x 4
  • Carrying Concealed Weapon Prohibited Device or Ammunition
  • Possession of a Weapon
  • Poss of Scheduled Substance - METHAMPHETAMINE
  • Poss of Scheduled Substance - FENTANYL
  • Fail to Comply with Probation Order x 2

RICHARD was detained in custody.
