Categorical Exclusion Determination, Teton Village Water & Sewer District, Teton Village Water Distribution Replacement Project

The Department of Environmental Quality/Water Quality Division (DEQ) has conducted a review of the proposed Teton Village Water Distribution Replacement project in accordance with EPA and State of Wyoming procedures for implementing the State Environmental Review Process. DEQ has determined that this project is eligible for a categorical exclusion. Accordingly, DEQ is exempting the project from further substantive environmental review requirements under the State Environmental Review Process. Neither an Environmental Assessment/Finding of No Significant Impact nor an Environmental Impact Statement/Record of Decision will be required for the proposed action. The following is a brief description of the situation and the proposed action and a brief statement of how the action meets the criteria for a categorical exclusion.


The Teton Village Water & Sewer District (TVWSD) is planning a comprehensive, multi-year infrastructure improvement effort known as the Teton Village Water Distribution Replacement project. This phased project is scheduled to begin in late 2026 and reach final completion by late 2031. The project involves the replacement of approximately 11,800 linear feet (LF) of aging 6-inch water distribution mains originally installed in the 1960s and 1970s, along with associated valves, hydrants, and other appurtenances. Work will be performed primarily within existing road rights-of-way and other previously disturbed areas resulting in minimal environmental impact. The goal of the project is to replace ageing leak-prone infrastructure, increase water supply capacity, and modernize critical water infrastructure thereby enhancing reliability, safety, and service life of the water distribution system.


The District is aware of and accepts responsibility for any required mitigative actions associated with and including storm water runoff, erosion control, archeological/historic artifacts, and air quality concerns. These will be part of the standard State Revolving Funds Program contract conditions.


DEQ is granting an exclusion because the project will be constructed within previously disturbed ground; new water mains will be installed within the same established water utility easements as the existing water mains scheduled for replacement. DEQ has determined that exempting the proposed project from further review under the State Environmental Review Process will not result in adverse impacts to the population, or the incorporated Town of Teton Village in Teton County, Wyoming.


The determination shall become effective upon distribution by the Department and may be re-evaluated and the determination changed at any time that adverse information is made available.
