60 % penalty on organic farming and loss of EUR 250 million in aid

Behind the triumphalism of the Ministry of Rural Development and Food over payments of EUR 37.5 million, lurks the painful truth: Greece has lost over EUR 250 million in aid due to blatant delays, resulting in the European Commission imposing a 60 % penalty on measures such as organic farming, domestic breeds and mating disruption pest management. Article 5 of Delegated Regulation (EU) 2022/127 explicitly provides for sanctions for failure to meet deadlines.

In addition, 2023 funds have been irrevocably lost having not been paid by 30 June, while not even the EUR 120 million for corrections were absorbed. At the same time, thousands of beneficiaries remain unpaid, while in some areas selective payment has been recorded, which raises serious questions of transparency.

Accordingly:

  • 1.What is the Commission's position on the chronic inadequacy of OPEKEPE in the management of critical aid?
  • 2.How does the Commission intend to ensure equal treatment of all farmers, without clientelistic reasoning?
  • 3.Will the Commission demand accountability and action from the Ministry of Rural Development and Food?
