Congressman Tim Moore Introduces Army Quantum Readiness Act to Advance Military Technology

WASHINGTON, D.C. - Yesterday, Congressman Tim Moore (NC-14) introduced H.R. 10130, the Army Quantum Readiness Act, which would direct the U.S. Army to develop a long-term initiative to prepare for the integration of the next generation of military technology, including quantum computing, sensing, networking, and quantum-enabled AI.

"America's adversaries are investing heavily in emerging technologies, and we cannot afford to fall behind," said Congressman Moore. "This bill supports the Army in preparing for the technologies that will define the future of national defense. By maintaining America's technological edge, we can strengthen our cyber capabilities and ensure our military remains the most capable fighting force in the world."

Specifically, this legislation:

• Establishes the Army Quantum Readiness and Advanced Computing Initiative to prepare the Army for the integration of quantum computing, quantum sensing, quantum networking, and quantum enabled artificial intelligence into future operations.

• Assesses the infrastructure needed to support these emerging technologies, including secure facilities, power capacity, cooling systems, and other operational requirements.

• Evaluates opportunities to accelerate the acquisition and deployment of quantum technologies for military applications.

• Develops a workforce strategy to recruit, train, and retain personnel with expertise in quantum technologies.

• Launches pilot demonstration activities for post quantum cybersecurity and resilient networking.

• Requires the Secretary of the Army to submit a comprehensive report to Congress within 270 days outlining infrastructure investment recommendations, workforce requirements, and any legislative authorities needed to accelerate the Army's quantum readiness.
