China and Russia Hold the 23rd Round of Consular Consultation

On September 24, 2025, Director-General of the Department of Consular Affairs of the Foreign Ministry Long Zhou and Director of the Consular Department of the Ministry of Foreign Affairs of Russia Aleksey Vladimirovich Klimov co-chaired the 23rd round of China-Russia consular consultation in Moscow. The two sides had an in-depth exchange of views mainly on the situation and policies of consular cooperation, facilitating personnel exchanges between the two countries, and protecting the safety and lawful rights and interests of each other's citizens and institutions.

The two sides agreed to implement the common understandings reached between the two heads of state, maintain close communication and coordination, continuously optimize the institutional arrangements for the facilitation of personnel exchanges, and contribute to the high-level development of China-Russia relations.

Director-General Long Zhou also met with Director of the Crisis Management Centre of the Ministry of Foreign Affairs of Russia Yuri Andreevich Gorlach.
