The Hayward Shoreline Resilience Collaborative will hold its kickoff workshop Nov. 18, 2025, from 6 p.m. to 7:30 p.m. at Cherryland Community Center, 278 Hampton Road. Attendees will have the chance to share perspectives with neighbors and scientists working to protect the shoreline's natural habitats and critical infrastructure and discuss current projects and nature-based solutions to reduce flood risk and other impacts of sea-level rise. The workshop is the first event held by the Hayward Shoreline Resilience Collaborative, a group of community members, public agencies, nonprofits and technical partners, including the City of Hayward, working toward a sustainable future for the Hayward shoreline as sea levels continue to rise.
The workshop will primarily apply to the portions of Hayward's San Francisco Bay shoreline north of Highway 92, extending north into San Lorenzo, within the Hayward Regional Shoreline park. The Hayward Regional Shoreline is part of the East Bay Regional Park District, consisting of more than 1,800 acres of land along the shores of Hayward and San Lorenzo. The park contains marshes, wetlands and five miles of publicly accessible trails, allowing for recreation opportunities and scientific research.
According to the San Francisco Bay Conservation and Development Commission's Regional Shoreline Adaptation Plan, San Francisco Bay water levels have risen by eight inches in the last century, with an additional rise of seven feet possible by 2100. Climate change has contributed to rising sea levels via thermal expansion, water expanding as it absorbs additional heat, and the melting of glaciers and ice sheets.
These projections and the associated impacts to people, animals and infrastructure led the City of Hayward, Hayward Area Recreation and Park District and East Bay Regional Park District, member agencies of the Hayward Area Shoreline Planning Agency (HASPA), to create the Hayward Regional Shoreline Adaptation Master Plan in 2021. The plan discusses potential strategies for preparing for and combatting the impacts of sea level rise in Hayward. The plan is posted online here.
