The Metropolitan Washington Airports Authority welcomes Samuel Epps IV and Jonathan Burks for six-year terms as new members of its board of directors. Epps is an appointee of Maryland Gov. Wes Moore, and Burks is an appointee of Virginia Gov. Glenn Youngkin.
Epps is president of the Metropolitan Washington Council, AFL-CIO, which is made up of 150 local affiliated unions representing more than 150,000 members in Washington, D.C., and Maryland's Montgomery, Prince George's, Charles, Calvert and St. Mary's counties. He serves as the political director for UNITE HERE Local 25.
Prior to working for the AFL-CIO, Epps worked for the United Way and served in leadership roles in political campaigns for U.S. Senate, House of Representatives and state and local elected positions. Among others, he has worked on campaigns for President Barack Obama, Sen. Carol Mosely Braun, Gov. John Corzine, Gov. Martin O'Malley and Rep. Donna Edwards.
Epps is a member of the AFL-CIO's Maryland State and D.C. federation executive committee and UNITE HERE Local 25 executive committee as first vice president. He has served as treasurer of the Metropolitan Washington AFL-CIO, co-chair of the Metropolitan Washington AFL-CIO committee on political action for Prince George's and Montgomery counties, a member of the Virginia AFL-CIO political steering committee and a past member of the executive committee of DC Jobs with Justice. Epps is a native of Erie, Pennsylvania, and a graduate of Penn State University.
Burks is the vice president for global public policy at Walmart, where he leads the global retailer's efforts to analyze and develop positions on public policy issues.
Prior to joining Walmart, Burks was a partner at the global consultancy the Brunswick Group, where he was the co-lead for the U.S. public affairs offer. Before moving to the private sector, he served as the chief of staff to U.S. Speaker of the House Paul Ryan.
Burks held other positions in government, including advising Senate Majority Leader Mitch McConnell on budget and appropriations issues, serving as policy director of the House Budget Committee, directing legislative affairs at the Securities and Exchange Commission, advising as chief of staff to the undersecretary of the Treasury for International Affairs and advising on policy in the transition office of the Director of National Intelligence.
Early in his career, he served for four years at the White House working for Vice President Dick Cheney and then for President George W. Bush in a variety of positions including the vice president's staff secretary, associate staff secretary to the president and special assistant to the president for policy in the chief of staff's office.
Burks holds a master's degree from the School of Advanced International Studies at Johns Hopkins University and a bachelor of science in foreign service from Georgetown University.
The Airports Authority's 17-member board is comprised of seven appointees by the governor of Virginia; four by the mayor of Washington, D.C.; three by the governor of Maryland and three by the president of the United States.
