City of Novato Finance Director Carla Carvalho-DeGraff Receives National Public Service Award

The City of Novato is proud to announce that Finance Director Carla Carvalho-DeGraff has received the Recognition for Outstanding Public Service Award from the Government Finance Officers Association (GFOA), a national organization representing more than 30,000 public finance professionals across the United States and Canada.

The award recognizes Carvalho-DeGraff's exceptional leadership, commitment to public service and significant contributions to strengthening the City of Novato's financial operations.

When Carvalho-DeGraff joined the City in February 2022, as Deputy Finance Director, the Finance Department faced staffing shortages, several years of overdue financial audits and operational challenges that required immediate attention. Despite these obstacles, she led a comprehensive effort to rebuild the department while keeping the City's day-to-day financial operations running smoothly.

In just three years, Carvalho-DeGraff guided the completion of six financial audits, bringing the City fully current on its financial reporting. She also recruited, mentored and developed a strong Finance team, established clear financial processes, strengthened accountability and built systems that will support the City's financial health for years to come.

"Carla's leadership has been instrumental in restructuring the City's financial operations and building a Finance Department prepared to meet the needs of our community well into the future," said City Manager Amy Cunningham. "She led through difficult challenges with professionalism, determination and humility. She helped put the City on solid financial footing. I can't think of anyone more deserving of this national recognition and am delighted that she is receiving this distinguished honor from her peers."

Her guidance has played an important role in the City's broader financial progress. Through disciplined financial management, balanced budgets, improved internal controls and renewed focus on long-term fiscal sustainability, the City has made meaningful strides in building a more stable financial future.
