Rep. Foushee Votes Against Trump’s Rescissions Package

WASHINGTON, DC (June 12, 2025) - Today, Congresswoman Valerie Foushee (NC-04) released the following statement after voting against H.R. 4, the Rescissions Act of 2025, legislation to rescind federal discretionary funding in accordance with President Trump's request to Congress.

"Since Day One, this administration has been destabilizing communities across America. People are losing their jobs, fearing for their future, and have made it clear that the harmful actions of this administration are not what they want or need.

Today, I was proud to vote against this rescissions package which would codify the cuts, funding freezes, and reductions-in-force that this Administration has illegally carried out in its first months. This slashing of funds includes billions in cuts to international development and humanitarian programs, as well as to National Public Radio and the Public Broadcasting Service, and is a blatant attack on both our partnerships abroad and information access here at home.

Americans across all of our states are already feeling the weight of this administration's reckless actions, and providing a rubber-stamp for this chaos is unimaginable and heartless."

Specifically, the Rescissions Act of 2025 would enact cuts to programs which:

  • Provide trusted public news, emergency alerts, and education programming, especially in rural areas;

  • This includes rescinding $1.1 billion from the Corporation for Public Broadcasting, wiping out all current federal funding for the next two years.

  • Create markets for American businesses;

  • Support democracy, peace, and economic development abroad;

  • This includes civilian funding intended to support Ukraine and other partners in Eastern Europe and Central Asia facing aggression from Putin.

  • Prevent deadly diseases and pandemics.

  • This includes over $400 million in cuts to PEPFAR which works to address the global HIV/AIDS epidemic.
