February 17, 2026 Regular Board Meeting

Call to Order - Chairman Marett called the meeting to order at 5:30 p.m. Board members present were Eddie Roberts, Curtis Taylor, Eddie Ford, Rick Jeffares and Jimmy White. Also present was Tim Ingram, representing Ingram and Associates Consultant Engineers, LLC. Staff members present were Herbert Head, water production superintendent, Darnell Walker, chief operator, and Alyssa Lackey, general manager. Amber Eason, clerk to the board.

Approval of Minutes from January 20th Meeting- Mr. Roberts made a motion to dispense with the reading of, and to adopt the minutes from the January 20, 2026 meeting, with any necessary corrections being made. This was seconded by Mr. Taylor and approved unanimously.

Burford Water Treatment Plant Upgrades and Transmission Line Discussion- Ms. Lackey informed the board that there was a meeting held with Kimley Horn Engineers on February 13, 2026 to discuss the hydraulic water model results. There are plans to upgrade the Burford Water Treatment Plant (BWTP) to 8 million gallons a day (MGD). With anticipated growth at the Highway 16 W and Interstate 75 interchange, Mr. Ingram discussed going beyond 8 MGD.

He advised that the 20" transmission main tied into the 12" water main will handle roughly 8.75 MGD. Should future development demands for water exceed 8.75 MGD a larger size transmission line is recommended along with additional system improvements. Mr. Ingram stated that a preliminary schedule for the anticipated Hwy 16 W/I75 projects would be beneficial for planning and permitting proposes. No action was taken.

Managers Report -

Dollar General Distribution Warehouse- Ms. Lackey reported that she was informed by Butts County Fire Chief, Wesley Johnston that the water pressure at Dollar General plummets to zero during their annual fire protection evaluation. Field crews halted testing with fear of collapsing the water main. One scenario to improve water pressure on Jackson Rd is to open the Griffin/Butts interconnection. That is to be determined once Mr. Ingram visits the site.
Open Employment- Mr. Marett reported that he had spoken to a project engineer who is interested in applying for an engineering position at the Authority. There has not been an official offer presented to the individual at this time.

Operations Statistics - Ms. Lackey went over the water production, water loss and customer statistics for January. The average daily finished water pumped to the Authority, Jackson, and Jenkinsburg from Burford and Stewart plant was 2.79 million gallons per day, with a maximum of 3.44 million gallons per day. The rolling twelve-month average loss of 8% with the current monthly average at 9%. The total amount of finished water pumped in January by each plant was: Burford 74 million gallons and Stewart 12 million gallons.

Water billing for January was $374,376 up 13% from the previous month, down 3% over a rolling 12-month total, and down 3% the same month for the previous year. Sewer billing for January was $59,288 down 3% from the previous month, down 17% over a rolling 12-month total, and down 3% from the previous year.

Total water accounts numbered 6,892 at the end of January with 5,775 of those being active customers. There were 6 new connections sold. There were 263 total sewer accounts at the end of January, with 209 of them being active customers.

Financial Report - Mrs. Lackey reviewed the financial summary for Water & Sewer Operations and Capital Recovery Fees for December 2025 and Special Purpose Local Option Sales Tax (SPLOST) through January 31, 2026.

Water Operations income for January was $483,742 with expenses of $476,557. Water capital recovery fee revenue for Fiscal Year 2025 thus far was $98,258 with $0 in expenses.

Sewer Operations income for January was $80,389 with expenses of $42,943. Sewer Capital Recovery Fee revenue for Fiscal Year 2025 thus far was $111,812 with $0 in expenses.

For the 2019-25 SPLOST, $4,686,778 has been collected. Overages in the 2019-24 SPLOST are being covered by temporary transfers from the Water Operations fund.

For the 2025-30 SPLOST, $623,710 has been collected. A SPLOST payment of $83,714.26 was received on February 5, 2026.

Total cash on hand at the end of January was $16,948,964. Copies of the January 2026 financial summaries, the consolidated fund balance sheet and the consolidated fund income statement are attached and made a part of these minutes.

Adjourn - A motion was made by Mr. Roberts to adjourn the meeting at 6:44p.m. This was seconded by Mr. Jeffares and approved unanimously.
