Residents may notice construction being performed by Lumos Fiber of Illinois or their contractors to install fiber-optic internet infrastructure throughout the Village of Roselle. Lumos is an independent utility company, and this project is not sponsored by the Village of Roselle. The Village Board approved a license agreement in January 2025 with Lumos to install, operate, and maintain this network within public right-of-way (land the Village owns and controls next to streets, sidewalks, or parkways). Most construction will take place in these publicly owned areas and will not require access to private property. Lumos is responsible for restoring any areas disturbed during construction in a timely and professional manner.
In some cases, Lumos may need access to utility easements (often located along property lines). A utility easement is a legal right granted to a utility company or other entity to use a portion of property for specific purposes, typically related to utility infrastructure including electricity, natural gas, water/sewer, and fiber-optics.
