The extensive damage to critical civilian and energy infrastructure across Ukraine is a direct result of Russia's ongoing war of aggression against Ukraine. The intensification of Russian attacks on critical energy infrastructure in Ukraine throughout 2025, in particular, has had severe consequences for the daily lives of the civilian population and these attacks have continued to rise in both scale and intensity this winter.
The IEA-Ukraine Collaboration Programme - in parallel with other international donor efforts, including those coordinated through the G7+ Ukraine Energy Support Group - represents a key initiative through which the IEA is able to support Ukraine's significant energy sector reconstruction needs and help it facilitate investments to build a new energy future. This Programme also plays a valuable role in strengthening the IEA's relationship with Ukraine at this critical time, which was enhanced when IEA Members welcomed Ukraine as an Association country in 2022.
As the current funders of the IEA-Ukraine Collaboration Programme, we, the Ministers of Canada, Czechia, Denmark, Germany, Latvia, Lithuania, Poland, Sweden, the United Kingdom and the European Commission recognise the efforts undertaken by the IEA to assist Ukraine in establishing a strategic vision for a secure and resilient energy future, including through its support for initiatives to facilitate investment in distributed energy resources. We also recognise the IEA's work to disseminate key lessons learned from Ukraine, as it works to retain energy security and resilience despite ongoing attacks.
We express our appreciation for the implementation of the IEA's Joint Work Programme with Ukraine, which encompasses key Ukrainian energy priorities, including power sector security, oil and gas supply security, energy savings and a transition to a more secure, sustainable, resilient and affordable energy system that is integrated with Europe. We commend the IEA's intensification of activities under that Programme, as IEA Ministers requested at the 2024 Ministerial Meeting.
We applaud and support the IEA's contributions to further enhancing cooperation with Ukraine through the IEA-Ukraine Collaboration Programme, and request that the IEA Secretariat continue to work through the Programme to support Ukraine's reconstruction needs. We express our appreciation to the IEA Secretariat for continuing to provide analysis of Ukraine's current energy situation to inform international responses and recognise the key role that the IEA-Ukraine Collaboration Programme plays in enabling such analysis, as well as the IEA's convening power that calls global attention to Ukraine's energy sector needs.
In this regard, we draw attention to the IEA's recent reports, Ukraine's Energy Security and the Coming Winter and Empowering Ukraine through a Decentralised Electricity System, which highlight immediate actions that Ukraine and its partners can take to address the country's urgent energy security vulnerabilities and bolster longer-term energy resilience. These reports also lay out a strategic vision for Ukraine's energy future, leveraging innovative technologies to unlock new opportunities, prioritising energy security and sustainability with a focus on distributed energy systems and enhanced system resilience.
We encourage the Secretariat to further intensify work on enabling investment in Ukraine's energy sector, which will support Ukraine's policy, regulatory stability, transparency and strong corporate governance, including that of state-owned enterprises, in accordance with OECD and EU standards as it seeks to transition to a modern and resilient energy system that supports recovery, energy security, and long-term sustainability.
We reaffirm our support for the IEA-Ukraine Collaboration Programme and welcome other IEA Members to provide additional funding and join this Joint Statement in the conviction that the Programme and its further expansion will benefit not only Ukraine, but the broader IEA Family.
