Data domain coordinator: role guidance

Proposed requirements, expectations and outputs for data domain coordinators.

Consultation description

In government and Ofgem's joint Energy Digitalisation Framework, we introduced the domain coordinator role to support better data sharing across the energy system.

We are now consulting on the proposed requirements for domain coordinators. This consultation sets out the responsibilities, outputs and governance arrangements that we expect domain coordinators to action in order to enable more interoperable data sharing and improved data access across the energy system, as well as greater coordination between system participants and greater standardisation of data assets.

We propose that the baseline set of requirements domain coordinators should meet should include:

  • technical activities to improve data standardisation, quality and accessibility
  • engagement with data holders, users and smaller organisations
  • governance and operational processes to support reporting and coordination

We propose that domain coordinators should also produce three main outputs in the early stages of the role, which are:

  • defining their data domain
  • mapping stakeholder engagement
  • scoping the domain coordinator role

Who should respond

We want to hear from stakeholders on whether these proposals are clear, proportionate, and sufficient to support domain coordinators in performing this role successfully. We particularly welcome responses from:

  • domain coordinators
  • energy network companies, suppliers and system operators
  • energy code bodies and code managers
  • data, digital and technology providers in the energy sector
  • consumer representatives
  • industry bodies
  • organisations interested or involved in energy sector digitalisation
