The new issue of 1540 Compass (Issue 5 | January 2026) is now available. The journal supports the implementation of United Nations Security Council resolution 1540, which aims to prevent the proliferation of weapons of mass destruction by non-State actors.
This fifth issue focuses on disrupting proliferation in finance and trade, examining how financial flows, international trade and emerging technologies can be misused to facilitate proliferation activities, as well as the regulatory and operational measures required to address these risks effectively.
The issue opens with an interview with Eloy Alfaro de Alba, Permanent Representative of Panama to the United Nations and Chair of the 1540 Committee. In the interview, he reflects on the Committee's priorities, recent developments in implementation, and the importance of regional cooperation and capacity-building in advancing the objectives of resolution 1540.
The publication also features in-depth interviews with Mitali Tyagi, Director of Typologies at the Secretariat of the Asia-Pacific Group on Money Laundering, and Jonathan Brewer, former Coordinator of the 1540 Group of Experts. Their contributions provide insights into the evolving landscape of proliferation financing, including emerging typologies, the challenges faced by States in identifying and mitigating related risks, and the interaction between resolution 1540 obligations and the Financial Action Task Force framework.
Among the high-level contributions featured in this issue is an article by Elisa de Anda Madrazo, President of the Financial Action Task Force, which examines the scale and complexity of proliferation financing as a global threat and highlights the need for coordinated, risk-based and internationally integrated responses to safeguard the integrity of the global financial system.
More broadly, the issue places particular emphasis on proliferation financing, the strengthening of export controls, and the role of international financial standards, all of which are central to the implementation of operative paragraphs 2 and 3(d) of resolution 1540. It also includes an analysis of the first Voluntary Technical Reference Guide issued by the 1540 Committee on export controls, alongside expert contributions addressing both policy and operational dimensions.
With this new issue, 1540 Compass continues to serve as a platform for dialogue and analysis, supporting a coordinated, pragmatic and global approach to international security.
