North Lake Tahoe Tourism Business Improvement District renewed for 10 years following board approval

Published Dec. 11, 2025

The Placer County Board of Supervisors on Tuesday approved the renewal of the North Lake Tahoe Tourism Business Improvement District. The action follows the business community's petition to continue the district and supports a 10-year extension beginning July 1, 2026.

The TBID's renewal will allow the North Tahoe Community Alliance to build on the progress and success this substantial funding source has provided for the region. The TBID collects approximately $6.5 million annually to reinvest in community projects and programs that support environmental stewardship, economic vitality and initiatives to reduce human impacts on the region.

State law requires that the formation or renewal process be initiated by petitions from more than 50% of the businesses proposed to be assessed. As of Oct. 14, the Placer County Treasurer-Tax Collector verified that a majority threshold had been met. In total, 98 businesses within the assessment area submitted petitions supporting continuation of the TBID.

"Through strong public-private partnerships with our businesses in the North Lake Tahoe region, we are better positioned to work together to support the community on critical needs for the future," said Placer Deputy County Executive Officer for Tahoe Stephanie Holloway. "Today's action reflects appreciation and trust in our local businesses and partners who are aligned with the Board of Supervisors to support economic vitality, environmental stewardship and community reinvestment in the region."

Since its formation in 2021, the TBID, combined with Placer County transient occupancy tax reinvestments, has contributed more than $40 million to support 58 locally prioritized programs and projects through the TOT-TBID Dollars at Work program. These investments have helped revitalize the historic Watson Cabin in Tahoe City, created a community art and gathering space at North Tahoe Regional Park, advanced workforce housing initiatives, increased TART Connect service hours, supported trail improvements, funded beach cleaning projects and more.

The board also approved the 2026-2036 TBID Management District Plan.

Renewal of the TBID has facilitated the continued reinvestment of an estimated $160 million in TBID and TOT combined revenue over the next decade. These funds will continue to be reinvested in programs that benefit residents, businesses and visitors alike, guided by the updated TBID Management District Plan, the 10-year memorandum of understanding with Placer County and informed by ongoing community engagement.

"This milestone would not have been possible without the overwhelming support of assessed local businesses, of which 70.6% of revenue-weighted petition signatures were in favor, representing 98 businesses in the assessment area," said Tony Karwowski, NTCA president and CEO. "I'd like to express deep gratitude to every business that contributed to the TBID renewal effort. This renewal is a testament to the unique nature and success of the private-public partnership between local businesses, the NTCA, and Placer County."
