Rep. Nancy Mace Introduces Resolution to Shut Down Race-Based Caucuses in Congress

WASHINGTON, D.C. (July 23, 2026) - Today, Congresswoman Nancy Mace (R-SC) introduced a resolution to put an end to race-based caucuses in Congress. The resolution would direct the Committee on House Administration to revoke and prevent the registration of Congressional Member Organizations (commonly known as caucuses) and Congressional Staff Organizations which discriminate on the basis of race, color, ethnicity, or national origin.

For decades, Congress has given official recognition to caucuses sorting Members by race and ethnicity. This ends now. Rep. Mace's resolution directs the House Administration Committee to revoke existing registrations and block the registration of future organizations doing the same.

"Race-based caucuses are not about diversity. They are segregation sanctioned by the legislative branch of the federal government," said Congresswoman Mace. "You do not get to lecture America about inclusion while running an organization checking skin color at the door or advocating for Americans of one race over another. It is discrimination under the guise of diversity. Our resolution calls it what it is and shuts it down for good."

The resolution targets caucuses and staff organizations:

  • formed primarily or substantially on the basis of race, color, ethnicity, or national origin;
  • Who admits or decline to admit members on the basis of race, color, ethnicity, or national origin;
  • Organizes or advocates for the perceived interests of a particular race, color, ethnicity, or national origin over others.

The resolution would apply to any Congressional Member Organization or Congressional Staff Organization formed primarily on the basis of race, color, ethnicity, or national origin, potentially implicating the following organizations:

  • Congressional Asian Pacific American Caucus
  • Commission on the Social Status of Black Men and Boys Caucus
  • Congressional Black Caucus
  • Congressional Black Maternal Health Caucus
  • Congressional Caucus on Black Innovation
  • Congressional Diversity, Equity, and Inclusion Caucus
  • Congressional Hispanic Caucus
  • Congressional Hispanic Conference
  • Congressional Latino-Jewish Caucus
  • Congressional Predominantly Black Institutions (PBI) Caucus
  • Italian American Congressional Delegation
  • Black Republican Congressional Staff Association
  • Congressional Asian Pacific American Staff Association
  • Congressional Black Associates Staff Association
  • Congressional Hispanic Staff Association
  • Congressional Korean American Staff Association
  • Congressional South Asian-American Staff Association
  • GOP Latino Staff Association
  • Greek American Congressional Staff Association
  • Italian American Congressional Staff Association
  • Middle Eastern and North African (MENA) Staff Association
  • Republican Asian American Staff Association
  • Syrian-American Congressional Staff Association

"We represent all of our constituents, not just the ones who look like us. If you do not agree, you should not be serving in Congress. It is time to end federally-sanctioned discrimination in this institution," Mace added.
