CIS Countries Harmonize Approaches to Legal Regulation of Artificial Intelligence and Metaverses

The 31st meeting of the Expert Advisory Board of the CIS Interparliamentary Assembly and the Regional Commonwealth in the Field of Communications (IPA CIS - RCC Expert Advisory Board) was held at the Tavricheskiy Palace.

Deputy Director General of the Regional Commonwealth in the Field of Communications Maria Bolshakova was approved as Deputy Chair of the Advisory Board.

The participants discussed approaches to drafting Recommendations on the legal regulation of metaverses (digital spaces) for CIS countries.

It was noted that the rapidly growing metaverse industry currently lacks unified legal terminology, a clear legal status for platforms, and common safety standards. The draft document is intended to regulate the creation and operation of metaverses.

The proposed regulation is expected to cover a broad range of issues, from technological components such as digital avatars and digital twins to specific characteristics of metaverses, including their persistent and continuous operation, the possibility of engaging in various activities (shopping, communication, employment, access to public services, education and medical consultations), and the functioning of a digital economy that enables users to generate income and make investments.
