A human rights-based approach for programmes and projects

Challenges, promising practices and lessons learnt in mainstreaming human rights into programmes and projects cycles was the focus of an expert meeting on 30 January. They also discussed future directions in mainstreaming human rights and the human rights-based approach locally, while addressing global challenges and the need for innovation.

Particular attention was paid to environmental/climate, business and human rights projects, exclusion and systemic discrimination, as well as assessing the application of a human rights-based approach.

FRA hosted the meeting in cooperation with the EEA and Norway Grants, the UN Development Programme, the UN Human Rights Office, the Danish Institute for Human Rights, and the European Commission.

Experts from the Council of Europe, the European Investment Bank, European Bank for Reconstruction and Development, the Agence Française de Développement, the Norwegian Agency for Development Cooperation and the Grants' Financial Mechanism Office also attended.

The meeting took place at the EFTA house in Brussels.

Prior to the meeting, there was a workshop in which Grants' donor programme/project partners and financial mechanism officials received information on legislation and policies relating to human rights mainstreaming in programmes and projects.

They discussed the application of human rights methodologies and tools. They heard from field experts who have applied these methodologies and tools in several countries. EU funding was also discussed.
