Congressman Flood Announces Flyover Fintech Panel on “Stablecoins”

LINCOLN, NEBRASKA - Today, U.S. Congressman Mike Flood announced Flyover Fintech will include a panel on "Stablecoins." The panel, featuring industry leaders from Circle, PayPal, and Telcoin will happen at the Congressman's Flyover Fintech Conference in Lincoln on September 23, 2025.

"As our digital economy continues to grow, stablecoins will serve as the basis of decentralized digital currency that people around the world use to do business," said Congressman Flood. Francesco Castella is a Senior Manager on the Global Policy and Government Relations team at Circle, where he helps shape and execute the company's global public policy strategy. Prior to joining Circle, he served as a Senior Policy Advisor in the U.S. Senate for Sen. Ted Budd, where he focused on financial services, banking, tax, housing, small business, and trade. He also previously worked in the U.S. House of Representatives on the Financial Services Committee, serving under Chairmen Jeb Hensarling and Patrick McHenry. In that role, he contributed to legislative and oversight efforts on capital markets, fintech, monetary policy, and regulatory reform.

Amy Kim leads PayPal's global crypto policy and government engagement. Previously, she served as General Counsel and Chief Policy Officer for a crypto trade group, and before that as counsel at a law firm advising financial services firms and others on cross border compliance programs in AML, sanctions, and money transmission obligations.

Paul Neuner is the founder and CEO of Telcoin, a digital asset wallet company applying to establish what would be the first Digital Asset Depository Institution chartered by the Nebraska Department of Banking and Finance under the Nebraska Financial Innovation Act. Before Telcoin, he was an entrepreneur in cybersecurity and telecom fraud management, including as founder and CEO of Mobius Wireless Solutions, which built revenue assurance and fraud management solutions for mobile network operators globally. Paul also previously founded the Internet application development department of Ernst & Young Technologies.

Congressman Flood has previously announced that House Financial Services Subcommittee on Digital Assets, Financial Technology and Artificial Intelligence Chairman Bryan Steil will address this year's conference.
