CSX railroad crossing maintenance closures (Orange Park/Doctors Lake) - CSX Transportation will begin a two-week maintenance project on Monday, June 15, to install new rail along parts of the CSX Sanford subdivision, on the northwest side of Doctors Lake. Railroad crossings will be closed anywhere from 2-5 days, and the one-way in/out crossing should be accessible within a 24-hour period (or less). The estimated dates are highly subject to change due to unforeseen circumstances that can occur in the field once work begins. The estimated closure time frames are the best approximation available at this time.
County Road 209 Riverside resurfacing (Green Cove Springs)- Crews anticipate beginning a milling and resurfacing project on County Road 209 Riverside from US 17 to Ivey Lane in early July. Anticipate daytime, single-lane closures once work begins. The project could take up to three weeks to complete.
Lakeview Street and Hilltop Street dirt road paving project (Keystone Heights) - Crews expect to begin paving Lakeview Street, Hilltop Street, and a portion of Southwest Pecan Street in early June. The work includes base preparation, asphalt paving, driveway tie-ins, drainage improvements, signage, and pavement markings. Motorists should expect daytime single-lane closures once construction begins.
South Oakridge Avenue (County Road 15A) road closure and detour (Green Cove Springs)- Beginning June 8, 2026, S. Oakridge Avenue (CR 15A) in Green Cove Springs will be closed for road repairs. Local traffic ONLY will have access. Crews will be repairing the road at Chason Road, and that portion will not be drivable. There will be a detour in place. The closure is expected to last for two weeks, weather permitting. Drivers will be detoured to US Highway 17. Follow the posted detour routes.
New County Projects
Doctors Lake Drive resurfacing (Fleming Island/Orange Park) - Crews will begin a milling and resurfacing project on Doctors Lake Drive from Peoria Road to Kingsley Avenue the first week of June. Work will be done at night and is expected to be completed within 4-6 weeks.
Shands Bridge boat ramp closure (Green Cove Springs)- The Shands Bridge Boat Ramp will be closed to public access for the entire day on Friday, June 5, in support of Boater Skip Day, as in previous years. The closure will allow access for FWC, law enforcement vessels, and emergency response operations as needed throughout the event. The Florida Fish and Wildlife Conservation Commission (FWC), along with multiple state and local agencies, will be on-site working to help ensure everyone enjoys the event safely. Ongoing County Projects
County Road 209 (Russell Road) from Peters Creek Bridge to US 17, Bonded Transportation Program project #2 (Lake Asbury)- Widen the roadway to four lanes with a median, turn lanes, bike lanes, curb and gutter, and sidewalks from CR 315B to US 17 and from CR 315 to south of Peters Creek Bridge. Drivers should expect single-lane closures, delays, and occasional weekend work through spring 2027. Crews may work at night to reduce daytime impacts and finish faster, which could cause temporary noise, vibration, and lighting for nearby residents.
County Road 209 (Russell Road) from Sandridge Road to Peters Creek Bridge, Bonded Transportation Program project 3B (Lake Asbury)- Widening and realigning the east end of Sandridge Road (CR 739B) where it connects to County Road 209B, along with operational improvements at the County Road 209 and County Road 209B intersection to improve traffic flow and safety. Motorists should expect a 25 mph low-speed zone and day and nighttime single-lane closures in the work area. The project is anticipated to be completed in summer 2026.
County Road 218, Bonded Transportation Program project #1 (Middleburg) - Widen and reconstruct a 2.7-mile roadway from Masters Road to Pine Tree Lane into four lanes with a median, turn lanes, curbs, gutters, sidewalks, and bike lanes, and resurface the road from Cosmos Avenue to Pine Tree Lane. Drivers should expect lane closures, traffic shifts, and a 25 mph speed limit throughout the work zone. Crews may work at night to reduce daytime impacts and finish faster, which could cause temporary noise, vibration, and lighting for nearby residents. Project completion is expected in summer 2026.
County Road 220 widening and reconstruction Phase 1 and Phase 2 projects (Middleburg/Lakeside) - Phase 1 work began in December 2024 and includes intersection improvements at Rideout Ferry Road. Phase 2 work began on January 20, 2025, and includes the construction of a new four-lane bridge over Little Black Creek. Both phases are expected to be completed in late 2026, with detours in place throughout the project. Crews may work at night to reduce daytime impacts and finish faster, which could cause temporary noise, vibration, and lighting for nearby residents.
County Road 220 and Town Center Boulevard resurfacing (Fleming Island) - Crews began a resurfacing project on County Road 220 from U.S. 17 to Arena Road on April 1. Once the County Road 220 section is complete, crews will move to the Town Center Boulevard section of the project, from Eagle Harbor Parkway to East-West Parkway. Drivers should expect nighttime, single-lane closures, delays, and traffic shifts during construction. Work is expected to be completed this week, weather permitting.
County Road 315/ Cathedral Oak Parkway utility work (Green Cove Springs)- Anticipate daytime, single-lane closures on County Road 315 north to Cathedral Oak Parkway Monday through Saturday, from 9 a.m. to 6 p.m. for gas main installation work. We will update this notice when the work is complete.
Fifth Street boat ramp access closure (Keystone Heights)- The 5th Street Boat ramp access will be closed starting Friday, March 13, and will remain closed for approximately 180 days as crews work on the Lake Geneva Restoration Project.
Jefferson Avenue closure (Orange Park) - In June, 2025, the County's Public Works Department closed off an area on Jefferson Avenue adjacent to Ridgeview Elementary School due to an unsafe subsurface structure. County officials made school leaders aware of the move, which is aimed at preventing vehicles from parking on the stretch. Pedestrian traffic is still permitted.
Old Jennings Road/ Long Bay Road new traffic signal and intersection improvements (Middleburg) - Crews began installing a new traffic signal and making improvements at the intersection of Old Jennings Road and Long Bay Road in Middleburg on March 2, 2026. Drivers should anticipate daytime, single-lane closures and traffic shifts managed by flagging crews during the work. This is a busy area, especially during morning and afternoon peak hours. Drivers should slow down and follow all construction signs to ensure everyone's safety.
Radar Road new construction (Fleming Island) - Crews began construction on the new two-lane road connecting Radar Road to Town Center Boulevard at the existing roundabout on April 6. Drivers should anticipate daytime, single-lane closures and flaggers directing traffic for up to 390 days. Once completed, the project will provide a full connection from U.S. 17 to Town Center Boulevard and include bike lanes, curbs, gutters, and drainage improvements.
Sidewalk Projects
County Road 218 sidewalk replacement (Middleburg)- Crews anticipate beginning a sidewalk replacement project in early June on County Road 218 from Mallard Road to Wilkinson Junior High School. Work will include removing the existing asphalt sidewalk and replacing it with a 5-foot-wide concrete sidewalk. We will provide updated start dates as soon as plans are finalized.

Blanding Boulevard intersection improvements from South of Wells Road to the Ortega River (Orange Park)- FDOT began a project to redesign the intersection of Blanding Boulevard (State Road 21) and Wells Road on August 4. The project includes milling and resurfacing, base work, shoulder treatment, drainage improvements, curb and gutters, traffic signals, lighting, highway signing, bridges, sidewalks/bicycle path, and other incidental construction. The $8 million project is scheduled for completion in fall 2026, weather and unforeseen circumstances permitting.
Blanding Boulevard (State Road 21) at Arora Boulevard (Bellair-Meadowbrook Terrace) -Nighttime lane closures Sunday through Thursday from 10:30 p.m. to 5:30 a.m. for road work.
Blanding Boulevard (State Road 21) at Edson Drive (Bellair-Meadowbrook Terrace)- Nighttime lane closures Sunday through Thursday from 10:30 p.m. to 5:30 a.m. for road work.
Blanding Boulevard (State Road 21) at Parkwood Drive (Bellair-Meadowbrook Terrace)- Nighttime lane closures Tuesday through Thursday from 10:30 p.m. to 5:30 a.m. for road work.
Park Avenue at Stiles Avenue (Orange Park)- Daytime lane closures Thursday from 9 a.m. to noon for road work.
Park Avenue (U.S. 17) at Kingsley Avenue (Orange Park)- Nighttime lane closures Sunday through Thursday from 7:30 p.m. to 5:30 a.m. for signal and concrete work.
State Road 16 resurfacing project from State Road 21 to U.S. 17 (Green Cove Springs/Penney Farms) - Anderson Columbia Co., Inc. was awarded the contract to complete this $10 million project, which includes milling and resurfacing, base work, shoulder and driveway treatment, drainage improvements, utility adjustments, curb and gutters, sidewalks, highway signing, guardrail, signalization, and other incidental construction. Work began on January 5, 2026, and project completion is expected in late 2026/early 2027, weather permitting.
State Road 16 from the Bradford County line to Thornwood Court (Kingsley Lake)- Nighttime lane closures Sunday through Friday, from 9 p.m. to 5 a.m. for road work.
State Road 21 from Rosemary Street to the Putnam County line (Melrose)- Nighttime lane closures Saturday through Friday from 9 p.m. to 5 a.m. for road work.
State Road 100 between the Bradford and Putnam county lines (Lake Geneva)- Nighttime lane closures Sunday through Friday, from 9 p.m. to 5 a.m. for road work.
U.S. 17 at County Road 15A (Bayard)- Daytime lane closures through September 8 from 7 a.m. to 3 p.m. for turn lane construction, median storm drain work, and shoulder work.
U.S. 17 at Hall Park Road (Green Cove Springs)- Daytime lane closures starting Thursday through June 26 from 7 a.m. to 5:30 p.m. for road widening.
U.S. 17 (State Road 15/Park Avenue) from Doctors Inlet to Wells Road resurfacing project (Orange Park) - Construction begins the week of May 25 on a $5.3 million resurfacing project along US 17 (Park Avenue) from Doctors Inlet to Wells Road in Orange Park. Work includes resurfacing, sidewalk and bridge improvements, traffic signals, guardrails, and signage upgrades. Overnight lane closures are expected during construction. The project is scheduled for completion in early 2027, weather permitting.
U.S. 17 (S.R. 15) from Oak Street to Black Creek roadway improvements (Green Cove Springs) - This $12.2 million project, part of Green Cove Springs' Downtown Improvement Plan, will improve traffic flow and reduce congestion on U.S. 17 and CR 209. Key upgrades include new traffic signals, extended turn lanes, directional medians, and improved lighting. Work will be coordinated with Clay County's CR 209 widening project, with completion expected by late 2026.
U.S. 17 (S.R. 15) from Water Oak Lane to Eagle Harbor Parkway resurfacing and intersection improvements (Fleming Island) - This FDOT project includes resurfacing and intersection improvements along U.S. 17 and connecting roads, including new medians, additional travel lanes, turn lane expansions, and upgraded sidewalks, crosswalks, and pedestrian signage. Most work will be done at night. Drivers should expect lane closures and possible delays throughout the project.
