On 27 July 2025, EUBAM Libya donated six technologically advanced handheld X-ray scanners to the Narcotics and Psychotropic Drugs Control Agency (ANGA) and the Libyan Customs Authority (LCA). This second batch, three devices per agency, builds on the initial delivery in June and forms part of the Mission's ongoing efforts to enhance Libya's capacity to counter illicit trafficking.
Designed for mobility and efficiency, the scanners allow frontline officers to detect concealed contraband such as drugs and weapons without dismantling cargo or vehicles. Their deployment will support rapid inspections across remote checkpoints, transit corridors, and major border crossings.
Beyond the provision of equipment, EUBAM Libya has initiated a tailored training programme to ensure effective and sustainable use of the new devices. Officers from both ANGA and LCA will receive practical instruction from EUBAM Libya experts covering the scanners' operation, basic maintenance, and safety protocols, along with practical field exercises.

ANGA has already taken preparatory steps to integrate the devices into their field operations. "We've formed a specialised team of 15 officers and technical non-commissioned officers who will be deployed to key areas including Ghadames, Al-Qaryat, and Misrata," said Brigadier Abd al-Hakim al-Hamrouni from ANGA. "These scanners will significantly ease inspections, particularly for commercial trucks, reducing both time and effort. This builds on the training support we've previously received from EUBAM Libya."
The Libyan Customs Authority is similarly planning to integrate the scanners into their inspection procedures. Brigadier Al-Taher Al-Mabrouk, representing LCA, noted: "We plan to use these devices for surprise vehicle inspections, especially when we receive reports of suspicious cargo. In border areas, unloading entire vehicles isn't always feasible - these scanners will allow us to work more efficiently, even in difficult terrain. Our team will begin using them as soon as the training is complete."
By combining equipment delivery with practical training and operational planning, this initiative supports a more coordinated and sustainable response to cross-border threats. It also reinforces collaboration between Libyan law enforcement agencies engaged in border management and fight against organised crime, one of the primary objectives of EUBAM Libya's mandate.
