Ministry of Foreign Affairs co-hosts the International Conference on the Global Partnership against Online Scams
On 17 December 2025, H.E. Mr. Sihasak Phuangketkeow, Minister of Foreign Affairs, delivered remarks during the opening ceremony of the International Conference on the Global Partnership against Online Scams, while H.E. Mr. António Guterres, Secretary-General of the United Nations (via a video message), Mr. Volker Türk, UN High Commissioner for Human Rights (via a video message), and Ms. Delphine Schantz, United Nations Office on Drugs and Crime (UNODC) Regional Representative for Southeast Asia and the Pacific, jointly delivered opening remarks.
The Minister of Foreign Affairs and H.E. Mr. Chaichanok Chidchob, Minister of Digital Economy and Society, stressed that online scams are a global threat, which requires global solutions, and reaffirmed Thailand's commitment to counter cybercrime, particularly online scams to prevent people from falling victim to online scams and trafficking in persons for forced criminality.
In addition, H.E. Mr. Anutin Charnvirakul, Prime Minister, delivered remarks at the working dinner highlighting the concern about the on-going trend of online scams operations in the region, which is why Thailand put anti-online scams as a top national agenda while seeking international cooperation to coordinate multidimensional efforts to tackle online scams more effectively.
During the High-level Segment, high-level representatives from 26 countries delivered their national statements commending Thailand for this initiative, expressing concern about the losses and human costs online scams have had on their people, security and economies, and showing support for international cooperation in the fight against online scams and other related crimes including trafficking in persons, forced labour, money laundering, and corruption.
The High-Level Segment was followed by two Thematic Discussions on:
(1) Ensuring justice through effective investigation and prosecution - Panelists from law enforcement agencies and related international organisations exchanged information and views on the situation of online scams, international cooperation in investigation, law enforcement, and prosecution, as well as the protection of victims from fraud and human trafficking. They emphasised the importance of distinguishing victims of human trafficking from perpetrators, and adopting a victim-centred approach to ensure justice and for effective prosecution.
(2) Depriving financial means of transnational crime groups and keeping pace with advanced technologies through public-private partnership - Panelists from technology agencies and private sector exchanged views on the misuse of technology in online scam operations, including artificial intelligence (AI) and money laundering through virtual assets. They also highlighted the importance of public-private cooperation in tracking financial flows and in preventing and disrupting global online scam operations.
The outcome documents of this Conference are (1) the 2025 Bangkok Joint Statement by the Global Partnership against Online Scams, which was adopted on 18 December 2025, and
co-sponsored by Peru, Bangladesh, the United Arab Emirates, Nepal, Cyprus, Egypt and the private sector, namely TikTok (as of 26 December 2025), and (2) the Co-Chair Summary of the Thematic Discussions by Thailand and UNODC.
The International Conference on the Global Partnership against Online Scams was held from 17 to 18 December 2025 at the InterContinental Bangkok Hotel, Bangkok, and well-attended by more than 400 participants from 67 countries, international organizations, the private sector, civil society, and academia.
