Golden mussels were first detected in California in October 2024 and are now spreading rapidly. Left unaddressed, they will clog pipelines, pumps, and water conveyance facilities, harm water quality, and disrupt ecosystems-posing a major risk to California's water supply reliability, groundwater recharge, hydropower facilities, agriculture, and recreation.

AB/SB 149 TAKES NECESSARY ACTION

The Legislature has amended AB/SB 149 to update Fish and Game Code (FGC) §§ 2301-
2302 and Harbors and Navigation Code (HNC) §§ 675-676.1 to:

1. Extends quagga and zebra mussel protections to golden mussels and other invasive
freshwater mussels.
2. Authorizes water agencies operating under approved mussel control plans to continue
water deliveries without fear of enforcement actions.
3. Provides that reservoir operators allowing boating implement mussel prevention
programs.
4. Ensures collected fees can support mussel prevention and control.
