JEA filed its petition with the Commission on June 4, 2026. In reviewing a determination of need, the FPSC considers whether a proposed generating facility is needed and if it represents the most cost-effective alternative for meeting customers' future energy needs. The Commission reviews factors such as future electricity demand, system reliability, project costs, and whether there are reasonable alternatives that could meet customers' needs.
Based on the evidence and testimony presented during the case, the FPSC determined that the proposed generating unit is needed to maintain reliable electric service, meet increasing electricity demand, and replace generating units scheduled for future retirement.
The FPSC's determination of need is a component of Florida's power plant siting and certification process, which is coordinated by the Florida Department of Environmental Protection.
JEA provides electric service to approximately 537,000 customers in the City of Jacksonville and portions of Clay and St. Johns Counties.
