Fuel Emergency in Oregon Ends Following Repair and Reopening of Olympic Pipeline

The fuel emergency declared by Governor Tina Kotek on November 24, 2025 has ended as of December 9, 2025 following repairs to the Olympic Pipeline in Washington state.

On November 14, Olympic Pipeline Co. notified the Oregon Department of Energy that the pipeline was shut down due to a leak in the distribution system. Because the pipeline supplies most of transportation fuels used in Oregon, the Governor issued Executive Order 25-30 to support alternate methods of distribution to maintain an adequate fuel supply in the state. This included temporary waivers issued by the Oregon Department of Transportation regarding regulated hours-of-service requirements for fuel delivery by truck, as well as temporary variances approved by the Environmental Quality Commission regarding volume of fuel delivery by truck or rail.

The Olympic Pipeline was repaired and returned to full service on November 28. Governor Kotek is rescinding Executive Order 25-30 as of December 9 now that fuel delivery schedules and methods have returned to normal.

Response to the fuel emergency involved significant coordination among state agencies and external partners, including the Governor's Office, Oregon Department of Emergency Management, Oregon Department of Energy, Oregon Department of Transportation, and Oregon Department of Environmental Quality, and private sector partners including the Oregon Fuels Association, the Olympic Pipeline Company, and other fuel companies.

The Oregon Department of Energy developed and implements the Oregon Fuel Action Plan, which outlines a contingency plan to respond to fuel supply issues that could affect Oregon. The action plan can be scaled up or down depending on the emergency, from a shorter-term pipeline shutdown to a long-term disruption like a Cascadia Subduction Zone earthquake. ODOE works to coordinate fuel supplies to maintain emergency services, transportation, and the operation of the economy to ensure the health, safety, and welfare of Oregonians during an emergency.
