TDOT Begins Construction on SR 55 Bridge Replacements over I-24 in Coffee County

CHATTANOOGA, Tenn. - The Tennessee Department of Transportation (TDOT) is officially marking the start of construction on the SR 55 bridge replacement project over I-24 at Exit 111, beginning this week with the installation of construction signage.

This alternative delivery project (progressive design build) bundles the SR 55 bridge replacements over I-24 at Exit 111 with the SR 2 bridge replacement over the CFW railroad in Manchester, with SR 2 construction scheduled to begin in the latter part of 2027. The new SR 55 bridges will be built in approximately the same locations and will include sidewalks to improve pedestrian safety and connectivity. The project is being delivered by Dement Construction Group, LLC, with HDR Engineering, Inc. as the lead designer, under a contract valued at $30.9 million.

Progressive Design Build Delivery

This project is being delivered using Progressive Design Build (PDB), an innovative project delivery method that brings TDOT, the contractor, and the designer together early in the process to collaboratively develop the project's design, scope, schedule, and cost. Unlike traditional delivery methods, where the design must be complete before contractor involvement, PDB allows the team to refine solutions as the project advances. Through early collaboration, focused risk management, and phased decision-making, PDB helps reduce uncertainty, improve cost and schedule confidence, and support better project outcomes, especially on complex projects.

Construction & Traffic Impacts

Heavy construction will ramp up in early September, with the project scheduled for completion by May 31, 2029. Construction limits extend from past Old Bushy Branch Road to just before Ragsdale Road on SR 55. Drivers should expect traffic shifts beginning this fall. SR 55 will be reduced to one lane in each direction, with all traffic shifted onto the SR 55 North bridge while the new SR 55 South structure is built. Additionally, I-24 East at Exit 111A will be closed for approximately 8-10 months during this phase. Two full weekend closures of I-24 at this location will also be required, with the first one tentatively planned for November.

The Move Over Law was passed in 2006. The penalty for violating the law in Tennessee carries the possibility of up to 30 days in jail and a maximum fine of up to $500.
