August 31, 2026: Former LAPD Officer Charged in 2015 Fatal Shooting of Unarmed Man in Venice

LOS ANGELES - Former Los Angeles Police Officer Clifford Proctor has been indicted for the fatal shooting of 29-year-old Brendon Glenn during an altercation in Venice more than a decade ago.

"While a judge earlier this summer granted a defense motion to dismiss a prior indictment, we strongly believe there is more than sufficient evidence to prove guilt beyond a reasonable doubt that the defendant maliciously shot and killed Brendon Glenn," said Los Angeles County District Attorney Nathan J. Hochman said. "This case was meticulously analyzed by two of my predecessors and they came to different conclusions. I brought in Michael Gennaco, one of the nation's leading experts in officer-involved shootings and police use of force, who examined all the evidence, presented the case to the grand jury and will represent the People in the proceedings after that grand jury returned its indictment charging former LAPD Officer Proctor with second-degree murder.

Mr. Proctor's ill-fated decision to shoot and kill Mr. Glenn without any justification is evidence that he acted with conscious disregard for human life, an element needed for a finding of implied malice second-degree murder."

An indictment was unsealed today against Proctor (dob 5/19/65) charging him with one count of second-degree murder with a special allegation that he personally used a firearm.

He pleaded not guilty and is set to return on Sept. 4, 2026, for a pretrial hearing in Department 104 of the Foltz Criminal Justice Center.

The indictment was returned on Aug. 18. If convicted, he faces up to life in state prison.

Proctor was previously indicted by a grand jury in September 2024 on one count of second-degree murder. He was arrested in October 2025 as he was leaving the country.

On May 5, 2015, Proctor and his partner responded to an area near the Venice Beach Boardwalk where Glenn had been kicked out of a bar and was involved in a dispute with others. As the officers attempted to subdue and arrest Glenn, Proctor is accused of fatally shooting Glenn.

Prosecutors have argued that there is ample evidence to prove the element of malice to support the grand jury's indictment. Among them:

• No evidence of aggression by Glenn, who was unarmed, and didn't pose a serious threat to officers
• Prior to the shooting, Proctor was angry and frustrated by Glenn, who had verbally insulted Proctor and Proctor threatened to shoot Glenn's dog with a profanity-laced invective
• After the shooting Proctor asked a witness to support a false narrative of what happened
• Proctor's partner stated that he didn't believe Glenn presented a deadly threat to him or Proctor prior to the shooting

In March 2018, then-Los Angeles County District Attorney Jackie Lacey released an 83-page report, finding that there was insufficient evidence to prove Proctor acted unlawfully in self-defense and in defense of others when he used deadly force.

Subsequently after being elected, then-Los Angeles County District Attorney George Gascon appointed a special prosecutor, Lawerence Middleton, to re-examine the case and the prior indictment was returned and unsealed in 2024.

In June, the Court granted a motion to dismiss the first indictment, finding that Special Prosecutor Middleton failed to present to the first grand jury sufficient evidence of malice as well as legally-mandated exculpatory evidence.

Case 26CJCF05170 is being prosecuted by Special Prosecutor Michael Gennaco, one of the country's leading experts on officer-involved shootings and police use of force.

The charges filed in this case are allegations. The defendant is presumed innocent unless and until proven guilty in a court of law.
