City of Fremont Notice of 30-Day Public Comment Period for Permanent Local Housing Allocation Draft Plan
The City of Fremont has published its draft Permanent Local Housing Allocation (PLHA) Draft Plan. Senate Bill 2 (the Building Homes and Jobs Act) has created the PHLA program and the primary goal is to create a permanent source of funding available to eligible local governments in California for housing-related projects and programs to address unmet housing needs in their local communities. The first Cycle of PLHA funding was $3,846,960 that funded homeless services in Fremont for 5 years.
Cycle 2 funding estimates $2,812,819 in funding for the next 5 years. Staff proposes to allocate all Cycle 2 PLHA funding to fund homeless services in Fremont including the operation of the Housing Navigation Center, supportive services, and rental assistance. Addressing the growing homeless crisis remains a priority for the City of Fremont and PHLA funds will serve as an important funding source to provide a multi-prong approach to resolving and preventing homelessness.
The PHLA Plan must be consistent with the programs set forth in the City of Fremont's Housing Element. The Draft Plan is consistent with the following City of Fremont Housing Element, Goal 4: "ensure that all persons have equal access to housing", and policy 4.02 "providing shelter services to homeless in need."
The public is invited to review and comment on the City of Fremont's Draft PHLA Allocation plan between October 20, 2026 and November 19, 2026. Fremont City Council will review the Draft PHLA Allocation Plan at their regularly scheduled City Council meeting on December 8, 2026.
