JOB OBJECTIVES:1. Will be a regular employee of Boone County. Will be hired by the Board of Supervisors and will work under the supervision of the County Engineer.
2. Supervises secondary road maintenance employees, mechanics and foreman in maintaining, repairing and constructing county roads, right-of-way and county drainage district facilities.
3. Will be governed by the "Boone County Personnel Policies" approved by the Boone County Board of Supervisors.
JOB FUNCTIONS:ESSENTIAL FUNCTIONS:
1. Supervises the maintenance and repair of county roads and right-of-way in areas such as blading, drainage, ditching, resurfacing, patching, mowing, signs, driveways, culverts and bridges.
2. Uses the County's work order program to prioritize projects and issues.
3. Supervises full-time and part-time secondary road maintenance employees, recommends new hires, trains employees, maintains log of personnel assignments and equipment, assigns projects and checks results, monitors time and work records.
4. Supervises maintenance and repairs on county drainage district facilities within the right-of-way.
5. Supervises snow removal, sanding, salting and plowing.
6. Maintains inventory of materials such as sand, salt and blades for motor grader.
7. Calls out and assigns/checks work of maintenance employees in emergencies.
8. Supervises full-time mechanic and equipment maintenance and the maintenance of secondary road building and grounds.
9. Acts as a public relations liaison between residents and the County Engineer and staff. Advises the County Engineer of problems and/or complaints.
10. Responds and addresses issues from residents.
11. Develops and presents recommendations to the County Engineer regarding new equipment and supply purchases.
12. Supervises safety program for personnel, vehicles and equipment. Assists safety coordinator on implementation of safety trainings.
13. Conducts spring and fall meetings for the entire staff talking about our winter and spring operations and safety.
14. Develop gravel and rock recommendations for annual hauling.
15. Coordinate work and equipment needs between sheds.
16. Develop and inspect brush and tree trimming recommendation plan.
17. Coordinate with residents on the installation of entrances and aid in the application process.
18. Prepare reports, documentation and records related to maintenance activities.
19. Submit maintenance activities to the Road Notification System.
20. Additional duties may be assigned by the County Engineer.
ADDITIONAL FUNCTIONS:
1. Supervises the erection, repairs and replacement of road signs and other traffic control devices on the county's secondary roads.
2. Supervises the application of pesticides to brush and weeds in the county right-of-way.
3. Oversees the Shop Foreman in maintaining fuel records and fuel levels.
4. Calls in locates for any projects that require digging.
JOB STANDARDS:
1. Communicate on both telephone and FM radio.
2. Drive Vehicles (Valid Iowa Drivers License)
3. Operate construction and maintenance equipment.
4. Perform heavy manual labor (lifting up to 100 pounds) under all types of weather conditions.
5. Be available for emergencies 24 hours a day and 7 days a week.
6. Effectively communicate with the residents of Boone County.
7. Ability to operate a personal computer/smart phone/tablet.
JOB LOCATION:
1. Maintains an office within the County Engineer's Office. Most communications should be conducted using mobile technology like smart phones, tablets, or laptops while traveling the secondary road system.
2. Some traveling is required. There are meetings and training courses in other locations.
EQUIPMENT:
1. Knowledge of all county equipment is essential.
CRITICAL SKILLS/EXPERTISE:MINIMUM
1. Knowledge of automotive and construction equipment usage, maintenance and repair.
2. Knowledge of principles and practices used in the maintenance, repairing and constructing county roads, right-of-way and drainage district facilities.
3. Knowledge of materials, methods and techniques used in construction and maintenance activities.
4. Ability to establish and maintain effective working relationships within and outside the department.
5. Ability to organize, plan, direct coordinate and motivate a staff of subordinates in the accomplishment of specific goals, objectives and delivery of services.
6. Graduation from high school or GED equivalent and five years of responsible experience in the maintaining and repairing of roads, rights-of-way and drainage facilities.
DESIRABLE:
1. First aid / CPR /AED training.
