WASHINGTON - U.S. Senators Jerry Moran (R-Kan.), Catherine Cortez Masto (D-Nev.), Joni Ernst (R-Iowa) and Amy Klobuchar (D-Minn.) introduced the bipartisan Securing America's Fuels (SAF) Act to strengthen the sustainable aviation fuel (SAF) industry, provide new markets for farmers and lower emissions in the transportation sector.
This legislation would reinstate the SAF bonus credit that would allow qualifying SAF producers to receive up to $0.35 or $1.75 per gallon, and it would extend the 45Z Clean Fuel Production Tax Credit for all clean fuels through 2033.
"Kansas has a long history as a leader in agriculture and aviation, and this legislation will strengthen these industries while bolstering U.S. energy innovation," said Sen. Moran. "As a founding member of the Senate Sustainable Aviation Caucus, I am committed to supporting the sustainable fuels industry to bolster our aviation industry, open new markets for Kansas farmers and rural communities and promote American energy independence."
"Nevada's travel and tourism industries bring in visitors from all over the world, and it's critical that we continue to embrace innovative aviation technology," said Sen. Cortez Masto. "This bipartisan legislation incentivizes cleaner airplane fuel that will support a stronger aviation system and a healthier environment for future generations."
"I'm partnering with my colleagues on the Securing America's Fuels Act to ensure that the aviation industry can fully unleash the potential of homegrown, sustainable biofuels," said Sen. Ernst. "When SAF successfully 'takes off,' we open up new markets for our farmers, create more energy independence, and support our national security."
"Domestically produced biofuels strengthen our energy independence, support our farmers, and boost rural economies," said Sen. Klobuchar. "The introduction of the Securing America's Fuels Act is an important step as we work to restore the full value of the 45Z Clean Fuel Production Credit. By extending the credit to 2033 and restoring the credit's value to $1.75 this legislation gives farmers and biofuel producers the certainty they need to develop sustainable aviation fuel and other low carbon fuels."

The legislation is supported by the Kansas Farm Bureau, Kansas Soybean Association, Renew Kansas Biofuels Association, SAF Coalition, Global Business Travel Association, National Business Travel Association, National Sorghum Producers, Kansas Sorghum Producers, Airlines for America, Advanced Biofuels Association, American Biogas Council and Gevo.
"Renew Kansas greatly appreciates the leadership and support of Senator Moran in bringing this important bipartisan legislation forward, which urges efforts to increase domestic production of sustainable aviation fuel (SAF)," said Ron Seeber, President and CEO, Renew Kansas Biofuels Association. "There is tremendous potential for domestic SAF production. Extending the full tax credit to this growing market will encourage development of the SAF market, provide sound environmental benefits to consumers, and offer robust support to Kansas' rural and ag communities."
"Agriculture and aviation are crucial to Kansas' economy and Kansas Farm Bureau applauds Sen. Moran's introduction of the Securing America's Fuels Act," said Joe Newland, President, Kansas Farm Bureau. "Providing long-term incentives for the use of domestic crops to produce sustainable fuels creates a new market for Kansas farmers while lowering the carbon emissions of the aviation industry."
"The SAF Coalition commends Senators Moran, Cortez Masto, Ernst and Klobuchar for their leadership in introducing The Securing America's Fuels Act," said Alison Graab, Executive Director, SAF Coalition. "This legislation reflects strong, bipartisan support for SAF in Congress and recognizes its unique ability to fuel America's energy dominance while supporting American farmers. The SAF Coalition urges Congress to pass this legislation and deliver real economic growth for rural economies, expand markets for American farmers, and secure our nation's energy future."
Representatives Sharice Davids (KS-03) and Tracey Mann (KS-01) have introduced companion legislation in the House of Representatives.
