You’re Invited: Learn About Proposed Water Rate Adjustments & Fairfield’s Water System Improvements

Fairfield's water system is a vital community asset that requires ongoing investment. Fairfield Municipal Utility (FMU) provides safe, reliable water service 24/7, but aging infrastructure, rising costs, and regulatory requirements make reinvestment essential. In June 2025, the City Council adopted the Public Utility Master Plan (PUMP), a 20-year roadmap for systemwide improvements. An independent rate study found that, after more than four years without adjustments, rising costs and aging infrastructure have created a funding gap that must now be addressed.

Based on the 2025 Water Rate Study prepared by the City's independent rate consultant, Bartle Wells Associates, the City is proposing an approximately 8 percent rate increase annually for customers over the next five years, which is $5 - $7 dollars per month for the average single-family residence. These rate adjustments will help ensure there is sufficient funding to:

• Operate and maintain its water system
• Fund critical infrastructure upgrades such as repairing and upgrading aging water pipelines, pumps and treatment facilities
• Meet increasing costs of water, energy and operations
• Stay in compliance with legal and regulatory obligations
• Maintain system reliability and debt service coverage
