IBTTA Announces 2026 Board Officer and Director Nominees Ahead of October Annual Meeting & Exhibition In Denver

WASHINGTON, D.C. - The International Bridge, Tunnel, and Turnpike Association (IBTTA), the global association for toll facility owners, operators, and supporting businesses, announces the nomination of distinguished industry professionals to serve as officers and members of the Board of Directors for 2026. These nominations will be confirmed through an election at the Fall Board of Directors & Committees Meeting on October 14, 2025, in Denver, Colorado, as part of IBTTA's Annual Meeting & Exhibition.

Nominated Officers
(One-year terms: January 1, 2026 - December 31, 2026)

  • President: Joi Dean, Esq., Richmond Metropolitan Transportation Authority
  • First Vice President: Ferzan Ahmed, P.E., Ohio Turnpike and Infrastructure Commission
  • Second Vice President: Lori Caron Silveira, Esq., Rhode Island Turnpike and Bridge Authority
  • International Vice President: Maria Moreno, SEOPAN
  • Immediate Past President: James Hofmann, North Texas Tollway Authority

In addition to these officers, eight individuals have been nominated to fill open board positions. These individuals will be elected to serve the following terms:

  • Claudio Diaferia, Greater Miami Expressway Agency (Term ending Dec. 31, 2026)
  • Amy Lettelleir, Tampa-Hillsborough Expressway Authority (Term ending Dec. 31, 2027)
  • David Roy, North Carolina Turnpike Authority (Term ending Dec. 31, 2029)
  • Jeff Weiss, New York State Bridge Authority (Term ending Dec. 31, 2029)
  • Joe Donahue, E-470 Public Highway Authority (Term ending Dec. 31, 2029)
  • Stephen Dougherty, South Jersey Transportation Authority (Term ending Dec. 31, 2029)
  • Tracie Brown, Central Texas Regional Mobility Authority (Term ending Dec. 31, 2029)

"This slate represents tremendous talent and vision, united by a commitment to advancing the tolling and user-fee industry," said Joi Dean, incoming president of IBTTA and CEO of the Richmond Metropolitan Transportation Authority. "I am honored to lead IBTTA in 2026 and to work with such dedicated colleagues to strengthen the roadways millions rely on every day. Building on President James Hofmann's leadership, we will continue to move the association forward with impact and influence."

As IBTTA welcomes new leaders, the association also extends its appreciation to outgoing directors whose terms are concluding. Their service and commitment have been instrumental in advancing the mission of IBTTA and developing the association's next 5-year strategic plan.

"As my term as president concludes, I'm proud of the strides we've made to position IBTTA for a bold new future," said James Hofmann, president of IBTTA. "Together we set a clear five-year strategic direction, continued to protect the communication spectrum vital to tolling operations, and strengthened advocacy for safer roads. I'm deeply grateful to our outgoing directors whose leadership and service have left a lasting mark on our association and the communities we serve."

As the IBTTA Annual Meeting & Exhibition in Denver, Colorado, on October 11-14, 2025, approaches, industry representatives are urged to register for this premier event. Attracting nearly 1,000 attendees, the meeting will feature diverse sessions, three technical tours, early programming, extensive networking, and a sold-out exhibit hall-promising invaluable insights and connections.
