The Phase II project budget is $2 million, of which 75% or $1.5 million was funded by state and federal grants. The City successfully applied for two grants through the Washington State Recreation and Conservation Office (RCO), receiving $500,000 from Washington Wildlife and Recreation Program (WWRP) - Local Parks and $1 million from the Federal Land and Water Conservation Fund (LWCF). In addition, trees for the project were donated by the Spokane County Conservation District through the Cool Canopy Program and the Riverbend Elementary School PTSA contributed funds toward the project.
