Moldovan National Statement in support of UK CAPPING PAPER: 2025 COUNTER GRU CYBER CAMPAIGN

The Republic of Moldova fully supports the United Kingdom's findings on Russia's sustained cyber campaign conducted by the GRU between 2015 and 2025. These malicious activities represent a clear threat to European security and the international rules-based order.

Russia's unprovoked aggression against Ukraine has revealed the extent of Moscow's willingness to destabilize the region - both through military means and hybrid operations. Moldova stands in full solidarity with Ukraine and remains deeply aware of the risks posed by continued Russian interference.

Moldova has been the target of cyberattacks, disinformation, and other hostile acts that seek to undermine our sovereignty and democratic institutions. We condemn these actions and call on all states to respect international law and adhere to the UN framework for responsible state behaviour in cyberspace.

We welcome the United Kingdom's leadership efforts and support in this domain. Concomitantly, we reaffirm our commitment to strengthening cyber resilience at home and across the region, together with trusted international partners.
