City of Glendale Adopts FY 2026-27 Budget


Glendale, CA - On June 23, 2026, the Glendale City Council adopted the Fiscal Year 2026-27 Budget, establishing a financial plan that maintains core City services while addressing ongoing fiscal challenges facing the community.
The adopted FY 2026-27 Citywide Budget totals approximately $1.29 billion, including $377.9 million in General Fund appropriations. The budget was developed through four public study sessions between April and June. During these sessions, the City Council reviewed departmental budgets, infrastructure needs, service levels, revenue projections, and long-term financial obligations.
The FY 2026-27 budget process started with a projected $31.7 million deficit. Like many California cities, Glendale faced a structural imbalance as costs for services, infrastructure, and operations rose faster than revenues.
To address this deficit, the City cut spending in several areas and identified new revenue opportunities. Through a combination of these efforts, the City reduced the $31.7 million funding gap to an estimated year-end shortfall of approximately $2.4 million.
The adopted budget includes approximately $10.6 million in newly identified revenue and approximately $17 million in cost reductions. Budget adjustments included reductions in vacant positions, limits on temporary staffing, reductions in contracted services and technology expenditures, delayed equipment purchases, and the reprioritization of certain capital projects. Together, these actions helped narrow the projected funding gap while maintaining core City services.
In addition to adopting the FY 2026-27 Budget, the City Council maintained operations at the Adams Square Library and requested a future report regarding the Nonprofit Subsidy Program for further discussion. Additionally, staff was directed to return with a study session to review the City's fee schedule.
