Executive Order On the Specifics of Customs Regulations at the State Border of the Russian Federation

To safeguard the rights and legal interests of importers of goods into the Russian Federation, the President has ordered that, until May 31, 2026, Russian legal entities and private entrepreneurs who are recipients of goods imported into Russia from Eurasian Economic Union member states, without documents confirming the status of the goods as EAEU imports, without any labelling or marking as required by EAEU regulations or Russian law, may declare such goods as per Article 104 of the Federal Law No. 289-FZ On Customs Regulation in the Russian Federation and Amendments to Certain Legislative Acts of the Russian Federation of August 3, 2018, subject to the following conditions:

The imported goods must be transported to a bonded warehouse specified by Russian Customs, labelled and marked in accordance with Russian law. The recipients of such goods must notify the Federal Service for the Oversight of Consumer Protection and Welfare (Rospotrebnadzor) when the goods are placed into commercial circulation following marking.

Corresponding instructions and directives have been issued to Russian customs authorities, the Ministry of Industry and Trade, the Ministry of the Interior, and several other federal agencies and government bodies. The Federal Customs Service has been delegated the authority to issue official clarification on the application of the Executive Order.
