The Association of California Water Agencies (ACWA) and National Waterways Conference (NWC) respectfully submit comments regarding the U.S. Office of Management and Budget's (OMB) proposal to revise federal financial assistance policies and requirements.1 We support efforts to improve transparency, accountability, and stewardship of federal funds, but urge OMB to ensure water infrastructure financing is not adversely impacted. We respectfully request OMB adopt the recommendations outlined below.
