European Integration Committee Delegation at EP Constitutional Affairs Committee’s Interparliamentary Meeting on Institutional Aspects of Artificial Intelligence in Context of[...]

The delegation of the European Integration Committee of the National Assembly of the Republic of Serbia took part in the Interparliamentary Meeting of the Committee on Constitutional Affairs of the European Parliament on the topic "The Institutional Aspects of Artificial Intelligence in the Context of European Integration", held on 14 April 2026, at the European Parliament in Brussels.

The delegation consisted of: Milos Radin, European Integration Committee Deputy Chairman, Zivota Starcevic, Committee member, and Akos Ujhelyi, Committee Deputy member.

The meeting was opened by Amandeep Singh Gill, United Nations Under-Secretary-General and Special Envoy for Digital and Emerging Technologies.

The meeting was divided into two panels. The topic of the first panel was "Horizontal Parliamentary Cooperation in AI", and the topic of the second panel was "Democratic Safeguards in the European Union: Electoral Integrity and Institutional Evolution".

Zivota Starcevic and Akos Ujhelyi spoke at the first panel. Zivota Starcevic said that the discussion concerning the institutional aspects of artificial intelligence comes at a crucial moment - when artificial intelligence has ceased to be just a technological tool and is becoming the cornerstone of a modern constitutional order. He informed the participants that Serbia, according to the latest Government AI Readiness Index 2025, published by Oxford Insights, is ranked 39th in the world. He also informed the participants about the National Strategy 2035, the central part of which is the development of the domestic Large Language Model (LLM).

Akos Ujhelyi told the assembly that, at the initiative of the President of the Alliance of Vojvodina Hungarians Dr Balint Pasztor, the Artificial Intelligence Strategy of the Hungarian Community in Vojvodina for the period 2026 - 2033 was developed. This process began in November 2025 in Subotica, after consultations with the Hungarian Government Commissioner, László Palkóvics.

At the second panel, Milan Radin addressed the participants. He said that artificial intelligence is clearly being widely used, and will continue to be used in the future. He added that there is a fine line between necessary regulation and stifling development, but that in any case it represents a significant step forward in the democratic process, like the press, television and the internet.
