In the context of the work of COP30, Brazil signed Memoranda of Understanding (MoUs) with Singapore and Switzerland with the objective of accelerating climate action in Brazil and in the partner countries.
Both instruments enable the undertaking of joint work aimed at implementing cooperative approaches under Article 6 of the Paris Agreement, such as the authorization and transfer of mitigation outcomes. In addition, the memoranda provide a framework for the development of climate action activities outside the scope of Article 6.
These two initiatives thus consolidate Brazil's engagement with carbon markets, within the context of the implementation of Law No. 15.042/2024, which established the Brazilian Greenhouse Gas Emissions Trading System (SBCE).
On the Brazilian side, both Memoranda of Understanding were signed by the Minister of the Environment and Climate Change, Marina Silva, and by Ambassador Mauricio Lyrio, Secretary for Climate, Energy and Environment at the Ministry of Foreign Affairs. On the Singaporean side, the MoU with Brazil was signed by the Minister for Sustainability and the Environment and Minister-in-charge of Trade Relations of Singapore, Grace Fu. On the Swiss side, the instrument was signed by the Federal Councillor, Minister of the Environment, Transport, Energy and Communications of Switzerland, Albert Rösti.
