DATA ON SINGAPOREANS USING MEDISAVE FOR FAMILY MEMBERS BY INCOME PROFILE AND POTENTIAL RISK OF INSUFFICIENT MEDISAVE FUNDS

NOTICE PAPER NO. 133

NOTICE OF QUESTION FOR WRITTEN ANSWER

FOR THE SITTING OF PARLIAMENT ON 15 OCTOBER 2025

Name and Constituency of Member of Parliament

Mr Ng Chee Meng

MP for Jalan Kayu

Question No. 427

To ask the Coordinating Minister for Social Policies and Minister for Health in the past three years (a) how many Singaporeans have used their MediSave for family members; (b) what is the income profile of this group of Singaporeans; and (c) whether they are at risk of having insufficient MediSave for their own expenses.

Answer

1. On average, around 210,000 Singaporeans across a range of income profiles used their MediSave for their family members annually between 2022 and 2024.

2. Singaporeans primarily use MediSave for their individual healthcare needs rather than for their family members. Risk of MediSave inadequacy, if any, is more likely to stem from their own healthcare needs. Regardless, there is support for Singaporeans with lower MediSave balances, such as government top-ups and Additional Premium Support for national insurance schemes.

3. Those who exhaust their MediSave balances and face financial difficulties with their healthcare bills at public healthcare institutions are also supported through our safety nets, such as MediFund. No one will lose coverage to appropriate care due to an inability to pay.
