Palm Beach County, in partnership with the Community Land Trust of Palm Beach County and the Treasure Coast, has completed the development and sale of eight new affordable villas, marking a major milestone for the Housing Bond Loan Program (HBLP).
The County invested $2.48 million to bring the project to completion, including a $1 million HOME Program approved in May 2024 and a $1.48 million allocation through the HBLP awarded in October 2024. As the homes sold, repayment began. The first homebuyers closed on their homes in late July 2026. The final two homes closed this August, with the entire $1.48 million in HBLP funding returned to Palm Beach County from sales proceeds.
With all eight homes sold, the project stands as a demonstration of how targeted public investment and innovative housing strategies can expand access to homeownership while preserving long-term affordability, and it marks the first HBLP project to be completed and placed into service.
Jeff Bolton, Director of Contract Development and Quality Control for Palm Beach County HED, highlighted the program's impact. "This project reflects exactly what the HBLP was designed to do, which is to create lasting affordability, support working families, and ensure that public investment continues to serve the community for generations. The success of this project shows how powerful the Community Land Trust model can be when paired with thoughtful funding and strong partnerships."
By leveraging the Community Land Trust model, Palm Beach County is ensuring that these homes remain accessible to future income-qualified buyers, strengthening neighborhood stability and supporting long-term community resilience.
